Associate Human Resources Director directs the human resources staff that implement and manage policies and programs that reflect the organization's mission and values, support company goals, achieve objectives, and positively engage the workforce. Maintains broad and current subject matter knowledge and expertise in federal and state employment laws to advise leadership with solutions for human resources issues and evolving organizational needs. Being an Associate Human Resources Director oversees processes and programs that support employees and company operations, including staffing, compensation, benefits, training, employee relations, safety, and compliance. Administers an HRIS or other system to facilitate processes, provide data, and report on HR activity. Additionally, Associate Human Resources Director requires a bachelor's degree. Typically reports to a head of a unit/department. The Associate Human Resources Director typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. To be an Associate Human Resources Director typically requires 3+ years of managerial experience.     The following are the duties of this position at the full working level.

    • Meets with managers and executives within the Service to define the overall goals and objectives of the program and project responsibilities.
    • Develops and maintains a proficient level of expertise, skills and knowledge. Deals with others as needed to promote effectiveness and productivity.
    • Serves as an analyst and leader for the program area, providing expert assistance and advice on personnel management issues and special assigned projects.
    • Prepares directives, memoranda, and other written guidelines and recommendations relating to the projects.
    • Designs and re-designs written documentation, charts and reports to meet program needs.

    • Telework Eligible Positions: Telework eligible positions do not guarantee telework.     • A 1-year probationary period is required.
    • Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
    • Undergo a review of prior performance/conduct and an income tax verification.     • If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
    • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S. These documents must be unexpired original or certified copies.
    • The employment of any candidate, including a current employee or a new hire, selected for this position may be conditional upon classification and/or audit of federal tax returns. This audit may include up to 2 years of returns.
    • File a Confidential Financial Disclosure Report within 30 days of appointment and annually from then on.

    Qualifications

    Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

    You must meet the following requirements by the closing date of this announcement:

    SPECIALIZED EXPERIENCE: GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: Providing expert technical advice and guidance regarding recruitment and hiring to employees, management, and executives; experience with human resources/ personnel management sufficient to demonstrate an advanced level of knowledge regarding recruitment and hiring laws, techniques, regulations, principles, and practices. Experience conducting extensive research and fact-finding for a variety of recruitment and hiring analytical studies and projects, using the data results to make recommendations and support actions to management and executives; experience serving as a program/project leader providing advice on personnel management issues and special projects; experience demonstrating communicative techniques in order to meet and deal tactfully and persuasively with others to resolve issues which are often controversial and sensitive in nature; experience implementing recommended changes and evaluating the results; developing and presenting technical information, guidance, and training to employees on a variety of recruitment and hiring topics. Experience utilizing HR (Human Resources) information systems including payroll databases, personnel payroll processing systems, and automated hiring systems to resolve errors, verify data, and quality review.

    MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

    TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens".
