Civil Engineering Superintendent

  • The purpose of this classification is to oversee, coordinate, and provide professional civil engineering design, project management, facility management services as well as the developing of engineering standards and providing infrastructure evaluations for the City of Albany.Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, recommending discipline, and providing input regarding hiring, discipline and promotions.

    Manages and directs daily division activities either personally or through subordinate supervisors; assigns projects and establishes project schedules and deadlines.

    Coordinates with Engineering director and city officials concerning project development, scheduling, city infrastructure, and other related topics; coordinates with Director regarding various personnel and organizational changed, program objectives, budget justifications, and other division activities.

    Assists in providing technical support to the City Manager, City Commission, and the citizens of Albany; prepares documentation/presentations for the City Commission.

    Evaluates project feasibility; evaluates data on infrastructure to identify long and short term goals.

    Identifies funding sources for city development and infrastructure projects; administers and monitors federal, state, tax, and/or grant funded projects; supervises financial accountability and oversees preparation of compliance reports in accordance with terms of the funding.

    Coordinates engineering activities with federal and state agencies to ensure environmental compliance; oversees development, mediates/resolves associated disputes.

    Reviews and inspects development projects for compliance with city codes and ordinances regarding trees, electricity and sewage, subdivision regulations, and flood plains.

    Verifies design calculations and performs field surveys and site inspections of public works projects such as roads, sewer, and storm drainage as necessary to evaluate and/or prevent problems within the community.

    Coordinates with and issues permits to local utility companies, railroads, and related entities authorizing construction and excavations with city right-of-ways.

    Serves as engineering liaison with the U. S. Army Corps of Engineers and DOT for flood recovery and other special studies; establishes flood elevations in unnumbered A-Zones of FEMA flood maps.
    Plans and prepares division budget; makes equipment upgrade/replacement recommendations; oversees cost accounting for projects and replacement of equipment; monitors expenditures for fiscal compliance; prepares and justifies monthly budget summaries; reviews and authorizes daily spending and purchasing requests.

    Reviews/approves design and contract plans, specifications, and documents prepared by subordinates; discusses errors and recommends method for corrective/alternative action; provides technical assistance as needed.

    Oversees preparation and maintenance of files and administrative records, prepares applications of DOT permits; prepares technical specifications and project management spreadsheets for distribution.

    Consults with vendors, contractors, engineers, architects, city, state, and federal officials, utility companies, other departments, various agencies, and the general public as needed to negotiate contracts, coordinate activities, and provide information.

    Attends and/or conducts meetings of special panels, boards, and/or committees; attends and conducts departmental staff meeting in the Director's absence; attends/conducts training sessions as needed; speaks at various public engagements.

    Responds to questions, complaints and requests for information from the general public, elected officials, employees, and other individuals; educates and informs citizens of city projects, rules, and regulations relevant to their specific situation.

    Communicates with Planning Board, City officials, supervisor, other employees, contractors, the public, and other individuals as needed to coordinate work activities, make recommendations, review status of work, exchange information, or resolve problems.

    Prepares and/or updates a variety of reports, charts, diagrams, specifications, blueprints, schedules, proposals, purchase requisitions, correspondence, and related document; files, distributes, publishes, and/or forwards to appropriate department or individual.

    Operates a computer to enter, retrieve, review or modify data, utilizing Microsoft Word, MS Excel, MS Project, word processing, spreadsheet, database, presentation, Internet, e-mail or other software; and operates general office or other equipment as necessary to complete essential functions.

    Maintains a comprehensive, current knowledge and awareness of applicable laws, codes, ordinances, and advances in the profession; reads professional literature; maintains professional affiliations; attends workshops and training sessions.


    ADDITIONAL FUNCTIONS

    Acts as Director in absence of same.

    Operates a city vehicle in the performance of duties.

    Performs other related duties as required.Bachelor's degree in Civil Engineering, or related field preferred; additionally, three (3) years of progressively responsible managerial experience and/or training that includes building construction or civil engineering; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain a valid Georgia driver's license.Data Utilization: Requires the ability to coordinate, manage, and/or correlate data. Includes exercising judgment in determining time, place and/or sequence of operations, referencing data analyses to determine necessity for revision of organizational components, and in the formulation of operational strategy.

    Human Interaction: Requires the ability to function in a director capacity for a major organizational unit requiring significant internal and external interaction.
    Equipment, Machinery, Tools, and Materials Utilization: Requires the ability to operate and control the actions of equipment, machinery, tools and/or materials requiring complex and rapid adjustments.

    Verbal Aptitude: Requires the ability to utilize a wide variety of reference, descriptive, advisory and/or design data and information.

    Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations with fractions; may include ability to compute discount, interest, and ratios; may include ability to calculate surface areas, volumes, weights, and measures.

    Functional Reasoning: Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems.

    Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable.
