Budget Manager manages and coordinates budgeting activities and the implementation of the organization's budget policies and guidelines. Monitors actual performance against estimates and prepares annual and interim budgets. Being a Budget Manager coordinates budget appropriations and responds to exception requests for funds. Monitors and analyzes performance against budgets. Additionally, Budget Manager implements and supports tools and reporting used for planning, forecasting, monitoring, and decision support. Requires a bachelor's degree in accounting. Typically reports to a director. The Budget Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Budget Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.     Job Summary:

    The City of Greeley is seeking a City Budget Analyst I, II, or III, based on experience. The City Budget Analyst is part of the Budget Department in the new Finance and Prosperity service line and will report directly to the Budget and Policy Director.  This position is responsible for assisting in the development and implementation of current and long-range City-wide budget policies and procedures.  

    Experience, Knowledge, Skills:

    Minimum Requirements

    Level I:

    • Six (6) months to two (2) years of previous budget analyst experience.
    • Bachelor’s degree in finance, accounting, public policy, or a closely related field as gained through a 4-year accredited college or university, or a certificate of comparable length and program content.
    • Experience using data analysis, financial modeling, presentation development, and database software.
    • Experience providing budget support, oversight, and utilizing data reporting tools.

    Level II:

    • In addition to the Level I requirements, two (2) to four (4) years of previous budget analyst experience.

    Level III:

    • In addition to the Level I and II requirements, at least five (5) years of previous budget analyst experience supplemented by strong analytical and critical thinking skills.
    • combination of related education, experience, certifications, and licenses that will result in a candidate successfully performing the essential functions of the job may be considered by the hiring authority.

    Preferred

    • Previous experience working in the public sector or for a municipality preferred.
    • Master’s degree in finance, accounting, public policy, or a closely related field.

    Knowledge, Skills, and Abilities

    • Knowledge of the financial structure and systems of Colorado municipalities or ability to quickly obtain this knowledge.
    • Knowledge of accounting principles, processes, and best practices.
    • Ability to prepare and present financial analyses, schedules, and plans to a variety of audiences. 
    • Ability to deliver a high level of commitment to customer service.
    • Ability to effectively collaborate with team members in-person and remotely.
    • Ability to follow defined policies, principles, and departmental objectives, and work within established professional standards, available resources, and program objectives developed by Finance Department.
    • Ability to think strategically while paying attention to details.

    • Ability to complete multiple tasks with varying deadlines while remaining organized.
    • Ability to understand and incorporate market research, analysis of department materials, economic forecasts, government reporting, and recommendations into current and long-range financial documents.
    • Ability to incorporate Council priorities, Imagine Greeley, and rankings into the Capital Improvement Plan and Long-Range Financial Plan of the City.
    • Knowledge of the business and organizational structure of Colorado municipalities or the ability to quickly obtain this knowledge. 
    • Collaboration skills, including the ability to work with others from different areas and backgrounds to reach a common goal. 
    • Ability to self-start and take initiative in completing daily tasks and special projects; ability to ramp up quickly on City financial systems, procedures, and operations; able to identify and implement opportunities for improvement to existing processes and procedures.
    • Strong communication skills: ability to summarize important financial information clearly and succinctly; ability to communicate such information to both financial and non-financial audience.
    • Computer skills, including the ability to utilize Microsoft Office programs (i.e. Word, Excel, PowerPoint, Outlook, etc.) and learn and experiment with new software and systems.
    • Interpersonal skills, including the ability to facilitate interaction, communication, and teamwork between others.
    • Oral, written, and listening communication skills, including the ability to accurately interpret what others are saying and convey messages, information, concepts, and details accurately and clearly.

    Essential Functions:

    • Supports the planning and development of the City’s annual operating and capital budget.
    • Assists the Budget and Policy Director with the City budget processes.
    • Prepares data/reports for budget kickoff.
    • Reviews department budget submissions and works with departments to make changes and corrections.
    • Enters new cost requests as they are approved.
    • Prepares various fund budgets and publishes the Annual Budget document.
    • Develop a deep working knowledge and expertise on assigned City department(s) operations and serve as a resource to the Budget and Policy Director on department operations and department budget requests.
    • Identifies opportunities to increase efficiency and effectiveness of department operations and budget execution.  
    • Communicates and collaborates with City department(s) to better manage financial aspects of operation and capital programs and projects, including review of project portfolios and implementation of budget and finance training. 
    • Creates and implements policies and procedures to guarantee responsible and effective financial management of department operations and City financial transactions.
    • Performs one-time requests from Finance and other departments as needed, including assistance with navigating budget software and financial software, managing user access to the database, questions, and clarifications about the budget, and analytical assessments of City revenue or expenditure trends.
    • Performs analysis and research relating to the development and review of the budget, which may require examining causes of revenue trends, creating and uploading budget changes to the City’s financial systems, and other projects as they are assigned.
    • Other duties as assigned.

    Supervisory Responsibilities:  None.

    Travel:  Approximately 10% travel may be required.

    • Work is safe to minimal hazards that are typically found in a general office environment where there is rarely little or no exposure to injury or accident.
    • There may be exposure to chemicals, electrical and construction materials.
    • Some duties are performed in a workshop environment or in the display area of the museums.
    • This position will be eligible for consideration under the City's telework policy within the State of Colorado.

    Physical Requirements

    • Ability to sit, use hands to finger, handle, or feel, reach with hands and arms, and talk or hear.
    • Ability to stand occasionally.
    • Ability to lift and/or move up to 10 pounds occasionally.
    • Ability to apply close vision, peripheral vision, depth perception, and focus adjustment.

    • Ability to communicate with the public via telephone and in person.
    • Manual dexterity sufficient to input, retrieve, and verify work assignments in the computer.
