    Department of Consumer and Business Services
    (DCBS) is a progressive business regulatory state agency dedicated to the mission of protecting and serving Oregon's consumers and workers while supporting a positive business climate. The department administers state laws and rules governing workers' compensation, occupational safety and health, financial institutions, insurance companies and building codes. The department has consumer protection and education programs, offices, and ombuds to help consumers, injured workers, and businesses.
    This position is with the
    Division of Financial Regulation
    (DFR). DFR’s mission supports that of the department by protecting Oregonians’ access to fair products and services through education, regulation, and consumer assistance. The division is responsible for ensuring the safety and soundness of financial institutions, the availability and affordability of financial products, and the fair treatment of consumers. Functions include licensing, regulating, and monitoring the conduct of banks, credit unions, financial services providers, health care service contractors, insurance companies, and licensed or registered agents of such entities.
    This position is represented by the Service Employees International Union (SEIU).

    This position is eligible for
    fully remote work
    once the incumbent has gained the proficiency to perform work independently. The incumbent may occasionally be asked to work from the office on an as-needed basis.
    Here’s what you will do:
    As an Insurance Financial Analyst, you will maintain surveillance over the financial condition of the Oregon domestic insurers and certain foreign insurers to determine compliance with the Oregon insurance code and administrative rules and annual statement instructions and accounting practices and procedures prescribed by the National Association of Insurance Commissioners (NAIC).
    Duties include:
    • Performing independent in-depth analysis of insurance company annual and quarterly financial statements
    • Performing independent in-depth analysis of other required insurer filings, such as annual insurance holding company registration statements and audited financial statements of insurers
    • Reviewing insurer applications to determine insurers' qualification for Oregon certificate of authority
    • Communicating in writing or by telephone with insurers regarding questions or compliance issues
    • Responding to calls from attorneys, insurers and the public with questions regarding the application of Oregon law to foreign insurers' financial reporting and investments, and financial condition of foreign and domestic insurers

    Here’s what you need to qualify:
    The goal of this recruitment is to fill this position at the Insurance Examiner level. However, we encourage candidates who meet the Insurance Examiner Entry level minimum qualifications to apply as we may consider underfilling the position for up to 2 years. Underfill candidates will be paid at the Insurance Examiner Entry level salary range of $4,755 to $7,296 monthly and must meet the qualifications for the Insurance Examiner level within 2 years of hire.
    Insurance Examiner Minimum Qualifications:
    Hold the Accredited Financial Examiner designation offered through the Society of Financial Examiners
    Insurance Examiner Underfill Minimum Qualifications:
    A bachelor's degree in accounting from an accredited college or university or a bachelor's degree with the successful completion of the following courses:
    • Accounting fundamentals (6 semester hours)
    • Intermediate accounting (6 semester hours)
    • General auditing (3 semester hours)
    • Business law (6 semester hours – 3 of the semester hours can be acquired through completion of LOMA, CPCU, or CLU courses)
    Requested Skills:
    • Strong accounting and analytical skills
    • Effective organization and independent work skills
    • Proficiency with electronic workpapers and spreadsheets
    • Good written and verbal communication skills
    • Ability to maintain confidentiality of information
