    Human Capital Office of Human Resource Strategy, Customer Relations

    The following are the duties of this position at the full working level.

    • The incumbent serves as an analyst and advisor to the Director, Human Resources Strategy and Transformation and is responsible for applying detailed knowledge of a broad range of OHRS programs and services addressing the needs and challenges of the Service. Provides overall program management and analysis on a variety of critical office programs in coordination with the Directors, Supervisors, and employees as necessary to enhance organizational efficiency and productivity. The work impacts OHRS and may impact all of the Human Capital Office and one or more IRS business units. The incumbent will assist in developing programs, guidelines and strategies that support implementation of OHRS priorities, programs and strategic plans, under a wide-reaching umbrella of total support for the Service.
    • Works to ensure assigned projects are initiated and processed in a timely manner to meet established parameters. Communicates Director's positions, influences and secures support and joint solutions for actions in areas of concern.
    • Performs a variety of analytical duties providing data to the Director, Executive Assistant and/or Technical Advisor to include assessing and summarizing data and deviations and identifying problem areas. Provides technical advice and assistance in various phases of the assigned programs to all levels of employees and management officials including the planning, training, and implementation of the program throughout OHRS, HCO, and/or the Service. Monitors and reviews implementation issues and problems and develops recommendations and alternative solutions.
    • Conducts special assignments on complex issues in which the scope frequently alters as the work progresses. Collects, analyzes, and consolidates data and status reports prepared by others to determine impact on resources, effectiveness and compliance with established goals and objectives. Prepares required narratives and statistical reports and recommends necessary corrective measures.
    • Conducts in-depth evaluative analysis of various aspects of assigned program area, including policies, program objectives, operations, procedures and resource use. Establishes feedback mechanisms and creates databases, reporting procedures, and data displays to unify processes. Analyzes divergent responses and viewpoints to develop full and accurate background information. Recommends program changes and enhancements to meet the needs of the Service.

    Qualifications

    Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

    You must meet the following requirements by the closing date of this announcement:

    SPECIALIZED EXPERIENCE: GS-13 LEVEL: You must have at least one year (1) of specialized experience equivalent to the next lower grade level (GS-12). Specialized experience for this position includes: Experience utilizing a wide range of analytical and evaluative methods and techniques, both qualitative and quantitative; applying project management principles to programs, projects, and studies concerning the efficiency and effectiveness of operations and means to improve them. Knowledge of project management to evaluate complex projects and studies and experience identifying problem areas, trends, deficiencies, and other similar factors affecting operations. Experience utilizing budgeting methods and techniques to prepare analyses and estimates, and oral and written communication techniques to present findings, deliver briefings, and negotiate solutions to disputed recommendations.

    MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
