    Reporting directly to the President, this is an exciting opportunity to join a highly collaborative and supportive team at The University of Texas Permian Basin, a part of the prestigious 14 institution UT system. The Chief Compliance Officer (CCO) provides leadership and oversight to the Office of Institutional Compliance, which includes the campus-wide functions of Compliance, and Title IX Initiatives. The position ensures The University of Texas Permian Basin (UTPB) is compliant in meeting our university obligations and responsibilities and is proactive, responsive, and collaborative in providing an effective compliance program for faculty, staff, and students. The CCO will practice a collegial approach to advising colleagues on compliance with the university, UT System, state, and federal laws and will work to ensure best practices in compliance programs that serve our students, faculty, and staff.

    ESSENTIAL DUTIES AND RESPONSIBILITIES 
    • Provides leadership and oversight to the Office of Institutional Compliance
    • Oversees the development and implementation of university-wide education, initiatives, monitoring, training, and outreach related to the campus compliance program, including (but not limited to) Title IX, the Affirmative Action Plan, the Clery Act, the Violence Against Women Act, and the Campus SAVE Act.
    • Responds to alleged violations of rules, regulations, policies, procedures, and codes of conduct by evaluating and initiating investigative techniques. Develops, oversees, and evaluates a system for uniformly handling such violations.
    • Ensures thorough and timely investigations.
    • Ensures that the compliance programs throughout the University are effective and efficient in identifying, preventing, detecting, and correcting noncompliance with applicable laws and regulations.
    • Serves as the designated Ethics Officer and University official responsible for establishing standards and implementing procedures.
    • Collaborates with other departments (e.g., Internal Audit, Human Resources, Office of General Council, etc.) to direct compliance issues to the appropriate existing channels for investigation and resolution and to develop, update, and maintain the University’s compliance risk management program.
    • Plays a crucial role in the University’s efforts to provide and maintain a safe, supportive, and inclusive environment for all members of the UTPB community.
    • Acts in the role of Senior Compliance Executive in reporting results of compliance/ethics efforts and guidance to senior management on matters relating to compliance.
    • Coordinates the evaluation of disclosures of outside activities, employees’ financial interests, and other potential conflicts of interest.
    • Identifies potential areas of compliance vulnerability and risk; develops and implements action plans to resolve problematic issues.
    • Ensures proper reporting of violations or potential violations to duly authorized enforcement agencies as appropriate and/or required.
    • Prepares quarterly reports detailing compliance initiatives throughout the year and recommending improvements in the overall compliance program for executive management.
    • Plans, assigns, and directs the workload of assigned staff.

    MINIMUM QUALIFICATIONS
    • Bachelor’s degree
    • Five (5) years of demonstrated successful leadership of a comprehensive institutional compliance program, including but not limited to the ability to interpret federal and state equal opportunity and non-discrimination laws and regulations, including Title IX and other applicable laws and regulations.
    • Experience in higher education, including knowledge of tenure and other faculty personnel issues and working with highly confidential and sensitive issues.
    • Current working knowledge of laws and regulations in NCAA, FERPA, Title IX, Clery, VOWA, Title VII, and HIPAA.
    • Demonstrated work history of excellent leadership and collaboration.
    • Experience leading a team, assessing effectiveness, and implementing corrective action.
    • Experience overseeing and conducting prompt, thorough, and objective investigations and acting on matters related to compliance.

    PREFERRED QUALIFICATIONS
    • Master’s degree
    • Skilled in developing and implementing compliance-related policies, procedures, educational programs, and training.
    • Strong presentation and facilitation skills, as well as the ability to adapt those skills to various audiences.
    • Demonstrated work history of learning new technology and staying up to date with emerging office technologies

    There’s no place quite like the Permian Basin—a largely untouched beauty dotted with pockets of modern development.
