POSITION PROFILE FOR CITY SUPERINTENDENT

Functions of the Position of City Superintendent May Include But Not Limited To The Following:
Plans, organizes and defines the organization of City Administration to ensure a coordinated and efficient effort to meet the goals and objectives established by the Council, various boards and Committees.
Plans, develops and implements administrative policies, rules, regulations and procedures
Coordinates the administration of all nine (9) public boards,
Directs all personnel matters as provided by the Personnel Policies of the City.
Prepares and submits an annual budget to the Council; obtains input from public boards and keeps council informed of the financial condition of the City and recommends action as appropriate.
Attends and participates in all Council meetings and other meetings with official bodies as directed by the Council; ensures that all laws and ordinances are enforced; prepared agendas, review meeting minutes; prepares resolutions and ordinances for the Council and carries out Council directives.
Attends the nine (9) public board meetings as necessary.
Oversees administrative portion of all improvement projects; reviews plans and specification, advertisement for bid notices, contracts, pay requests, change orders, etc.
Prepares or oversees preparation of Economic Development loan applications; administers economic development loan money that is received and prepares related reports.
Represents the City with other governmental agencies and officials.
Assists the City Treasurer with financial and accounting matters for the City.
Assists the City Treasurer with preparation and information for annual audit and reviews reports.
Monitors operations to ensure compliance with applicable laws, regulations, rules, policies and ordinances.
Evaluates potential projects, programs and services to determine feasibility and community impact and makes recommendations to the Council.
Prepare and keep up to date an inventory of all real and personal property and other public property that the city owns or has an interest in, and to act as purchasing agent for the purchase of all supplies, goods, wares, merchandise, equipment and material which may be required for the various departments, divisions and service of the city, subject to the approval of the Mayor and Council.
Act as Deputy City Clerk and Treasurer, and in the absence of the City Clerk and Treasurer, due to illness or otherwise, the City Superintendent shall be empowered to perform all the duties of the City Clerk and Treasurer.
Candidate will monitor and follow the City Comprehensive Plan as outlined by the City Council, and keep the Mayor and Council informed.
Candidate must have demonstrated involvement in community activities. Experience working with and understanding the needs of the business community is highly desirable. Candidate should be able to present a confident image of the local government to the community at large. Must be able to demonstrate a positive, productive attitude to citizens of the community.
Performs other duties as apparent or assigned by Mayor and Council.
Supervisory Responsibilities:
Responsible for the overall direction, coordination, and evaluation of the City and its employees.
Carries out supervisory responsibilities in accordance with the City policies and applicable laws. Responsibilities include interviewing; training, planning, assigning, and directing work; evaluating performance; rewarding and disciplining; suspending; transferring; adjusting grievances; addressing complaints and resolving problems of employees. Responsibilities also include the ability to effectively recommend hiring; promoting; demoting; and discharging employees.
Education and or Experience:
Bachelor's Degree (B.A.) in Public Administration or related field. Bachelor's Degree preferred but not required.
Language Skills:
Ability to read, analyze and interpret plans and specifications, contracts, ordinances, technical journals, financial reports, and legal documents. Ability to present reports and make recommendations to Council, and other boards. Ability to communicate effectively both orally and in writing with elected and appointed officials, staff, other public officials, volunteer departments, and the general public.
Mathematical Skills:
Ability to understand governmental accounting standards and accounting standards for city government. Ability to oversee budget preparation and administer the budget.
Reasoning Ability:
Ability to apply principles of logical thinking to a wide range of intellectual and practical problems.
Other Knowledge, Skills and Abilities:
Knowledge of laws, regulations, ordinances, etc., applicable to City government.
Knowledge of budgeting, accounting, and government financing.
Knowledge of government processes, services and planning.
Knowledge of management principles and practices as they apply to public sector management including personnel management and organization development.
Ability to plan and analyze City operations; develop alternative and determining the costs, advantages and disadvantages of various alternatives.
Ability to research and prepare accurate and thorough reports. Strong communication skills.
Strong organizational skills.
Knowledge of computers and software programs.
General knowledge of internet use, e-mail and central faxing.

Compensation Package:
Compensation for the position of City Superintendent, salary is negotiable based upon the qualifications/experience of the candidate.
