The purpose of this job within the organization is to manage, oversee and direct the daily operations of the code enforcement division of the Office of Development Services.
This job works under limited supervision and formulates long-range goals for the organization, develop policy and position papers and negotiates with the Building Commissioner, the Director of Development Servies, the chief administrative officer and/or elected officials.
Duties and Responsibilities
The functions listed below are those that represent the majority of the time spent working in this job/class. Management may assign additional functions related to the type of work of the job as necessary.
Essential Functions:
Fulfills the department's mission by developing and implementing strategic goals and objectives that are linked to the City's vision.
Establishes expectations, monitors and evaluates the performance of subordinate employees.
Develops, presents and manages the department's annual operating and capital outlay budgets.
Approves all department purchases, expenditures, payroll, and employee leave requests.
Attends City Council, Finance Committee and other City and/or community meetings as necessary and required.
Strives to be efficient and effective at balancing and meeting the common needs and reasonable expectations of core constituents.
Interprets the building codes and development regulations; manages and directs departmental employees in enforcing the building codes and development regulations throughout the City.
Responds to emergency structure issues and concerns by being on call 24/7.
Responds to public concerns and answers questions from the public, employees, other city officials, or state entities with respect to the building codes and development regulation issues and concerns.
Collaborates with other departments within the City.
Performs, maintains, and ensures training and certification of subordinate employees; conducts employee evaluations; advises, mentors, and evaluates the work of subordinate employees.
Attends and speaks at community meetings and speaks to groups and other peers on property maintenance, crime and other issues; speaks with the media about departmental issues when necessary.
Oversees all aspects of the Vacant Structure Registry including maintaining the database and the billing.
Performs work on demolition projects, the rental registry, and the vacant structure registry.
Prepares and monitors annual operating and capital outlay budgets.
Interviews and selects new hires; recommends promotions; disciplines employees and performs other personnel management functions.
Additional Duties:
Completes inspection reports, demolition reports, etc.; monitors the effectiveness of inspectors through reports generated in their geographical areas; performs mapping to determine troubled or improved areas within the city.
Establishes and maintains departmental policies, procedures and goals; assigns duties; strives for efficiency and collaboration throughout the department toward those goals.
Compares and graphs areas within the city relating to rental units, vacant structures, inspections performed and results over periods of time.
Makes suggestions on hiring, discipline, promotion, and other personnel staff concerns to the Director of Development Services.
Performs related work as assigned.

Handles or uses work aids involving some latitude for judgment regarding attainment of a standard or in selecting appropriate items.

Minimum Education and Experience Requirements:
Requires High School graduation or GED equivalent.
Requires four years in construction, inspections and building code enforcement or closely related experience.
Special Certifications and Licenses:
Must possess or obtain within one year of hire date ICC Property Maintenance Certification and State of West Virginia Property Maintenance Inspector License.
Must possess or obtain within two (2) years of hire date: B1 Residential - Building, Electrical, Plumbing, and Mechanical Inspector.
