CODE ENFORCEMENT OFFICER I - CORRECTIONS CODE ENFORCEMENT

  • PURPOSE OF CLASSIFICATION

    Responds to complaints of potential housing/zoning code violations, conducts inspections, identifies violations, initiates action against violators, researches property ownership records, and works to preserve property values and ensure safe, sanitary, and reasonable conditions per established codes/ordinances.

    ESSENTIAL FUNCTIONS

    The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

    Conducts field visits to property sites; meets with property owners; inspects structural condition of buildings; determines building dimensions; checks housing temperatures, water temperatures, and oven calibration; identifies violations and recommends appropriate corrective actions; takes photographs of violations for use in court; determines whether a building should be condemned.

    Receives housing/zoning complaint calls; provides assistance and information related to codes, inspections, violations, corrective actions, or other issues; deals with irate callers; researches problems and initiates problem resolution.

    Assists in interpreting and enforcing the provisions of applicable federal, state, and local codes, ordinances, rules, regulations, specifications, standards, policies and procedures.

    Processes code violation notices as appropriate; sends written notices of violations to owners/violators; posts notices at property; forwards violation reports to utility companies for disconnection of service; reports violations to environmental protection and environmental health agencies as appropriate.

    Issues summonses for defendants to appear in magistrate courts; communicates with county attorneys and defendants’ lawyers; works with court solicitors on cases; attends state court proceedings; presents cases to presiding judge of courts.

    Conducts research and collects information pertaining to property in question; determines appropriate jurisdiction of property in question; researches title records, deeds, tax records, and other legal documents to identify property ownership; researches owned/leased status of property; obtains general information such as street numbers, locations, and addresses/telephone numbers; identifies mortgage companies and their telephone numbers; researches permits, business licenses, and ownership of inoperable vehicles; monitors motor vehicle violations.

    Prepares or completes various forms, reports, correspondence, subpoenas, certified letters, summonses, violation reports, correction notices, probation reports, daily worksheets, logs, or other documents.

    Receives various forms, reports, correspondence, tax assessment records, legal documents, codes, ordinances, regulations, directories, maps, manuals, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate.

    Maintains files/records of complaints, findings, violations, and other work activities.

    Operates a computer to enter, retrieve, review or modify data; utilizes word processing, database, or other software programs.

    Uses various equipment/tools associated with inspection activities, which may include a motor vehicle, ladder, measuring tape, thermometers, testing instruments, hammer, or mechanic tools.

    Utilizes precautionary safety equipment and monitors work environment to ensure safety of employees and other individuals.

    Communicates via telephone and/or two-way radio; provides information and assistance; takes and relays messages; responds to requests for service or assistance.

    Communicates with supervisor, employees, other departments, law enforcement personnel, fire personnel, court personnel, attorneys, environmental protection agencies, environmental health agencies, social service agencies, property owners, residents, mortgage companies, real estate companies, utility companies, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.

    Maintains a current knowledge of applicable codes, laws, and regulations; maintains an awareness of new trends and advances in the profession; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate.

    ADDITIONAL FUNCTIONS

    Performs other related duties as required.

    MINIMUM QUALIFICATIONS

    High School Diploma or GED required; Vocational/Technical Degree with training emphasis in housing rehabilitation or housing code enforcement preferred; supplemented by two (2) years previous experience and/or training that includes housing code inspections, customer service, administrative work, and/or human interaction; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must obtain valid ICC Housing Rehabilitation Inspector Certification within one (1) year of employment. Must possess and maintain a valid Georgia driver’s license.

    ADA COMPLIANCE

    Physical Ability: Tasks require the ability to exert very moderate physical effort in light work, typically involving some combination of stooping, kneeling, crouching and crawling, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (12-20 pounds).

    Sensory Requirements: :Some tasks require the ability to perceive and discriminate sounds, odor, depth, and visual cues or signals. Some tasks require the ability to communicate orally.

    Environmental Factors: Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, traffic hazards, toxic agents, violence, disease, or pathogenic substances.
