Operations Manager, Community Services Program

    The Operations Manager oversees and optimizes field operations within Community Services. This position is responsible for leading a team of field staff, including independent contractors, to ensure efficient service delivery, adherence to quality standards, and achievement of program objectives.

    This position is full-time with full benefits and starting out between $64,480 - $75,774.70 annually and will work out of the Lompoc area with Countywide travel required. 

    Supervisory Responsibilities Directly supervises employees in the Community Services field operations and coordinates the activities of independent contractors.  Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.  Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. 

    Essential Duties and Responsibilities Other duties may be assigned

    • ·         Analyzes assessments and work orders to develop comprehensive schedules for both staff and independent contractors involved in field services. 
    • ·         Plans operational activities and budget management establishing priorities and sequences of installations.
    • ·         Tracks operational activities in agency-approved databases, Excel spreadsheets, and funder-managed databases and generates monthly reports. 
    • ·         Creates and monitors monthly program projections and elevates variances.
    • ·         Proactively resolves operational and installation problems to ensure minimum costs and prevent operational delays.
    • ·         Conducts internal field quality assurance inspections for field staff and subcontractors. Identifies and documents any deviations from program standards and recommends corrective actions. Schedules all supplemental training identified from the QC process.  
    • ·         Monitors inventory systems and ensures accurate inventory control reports.
    • ·         Tracks and resolves customer complaints promptly, escalating unresolved issues to the department Director as needed for timely resolution.
    • ·         Trains staff/independent contractors in required weatherization and general installation policies and procedures. 
    • ·         Provides staff training on workplace safety practices and proper use of tools and equipment. 
    • ·         Compiles, files, and retrieves operational records and data systematically to support effective decision-making and compliance audits
    • ·         Conducts assessments and inspections of residential buildings to verify compliance with program guidelines and specifications. 
    • ·         Ability to serve as an effective leader and member of a team.    

    Knowledge, Skill, and/or Ability Required: 

    Education and/or Experience Associate's degree (A. A.) or equivalent from two-year college with four years related experience or a combination of equivalent education and experience. 2 years of supervisory experience required with 2 years of construction management experience preferred. Must have general knowledge of building principles and carpentry with the ability to understand and apply industry standards and best practices.  

    Computer Skills To perform this position successfully, an individual must have working knowledge of Internet software; Spreadsheet software, Word Processing software and have a working understanding of specialized database applications. 

    Certificates, Licenses, Registrations Current Valid California Driver's License and proof of insurance with the ability to qualify for coverage under the Agency insurance plan.  Must be able to obtain relevant Weatherization training certifications within six months of employment. California Contractors license Class B (or C20) and BPI Building Analyst certification are highly desirable. 

    Other Skills and Abilities Ability to read and understand construction blueprints and drawings.  The ability to speak Spanish is highly desirable. 

    Other Qualifications Frequent county-wide travel is required.
