Compensation Director is responsible for the design, implementation, and ongoing evaluation of the organization's compensation programs, including base pay, incentive pay, and performance management programs. Leads the compensation function and works with senior management to ensure that compensation strategy and programs support the organization's business objectives, meet all legal requirements, and deliver value and equitable pay. Being a Compensation Director develops compensation budget for assigned areas and manages budget after it is approved. Establishes data collection and analysis processes for market, pay equity, and other compensation studies. Additionally, Compensation Director may be responsible for entire organization or for one or more major segments of a larger organization. Requires a bachelor's degree. May require a Certified Compensation Professional (CCP) certification. Typically reports to a head of a unit/department. The Compensation Director typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. To be a Compensation Director typically requires 3+ years of managerial experience. Capable of resolving escalated issues arising from operations and requiring coordination with other departments.       Position Purpose: Under the direction of the Officer of Human Capital, administer the district’s compensation program ensuring that employee salaries remain competitive and equitable. Monitor compensation plan and job classifications for compliance with state and federal law and regulations.

      Responsibilities
      1.
      Compensation Administration

      Priority: Essential
      Percent of Time: 50%

      Examples of this work include:
      • Develop and update district pay structures and stipend schedules
      • Develop, document, and implement procedures for administering district pay practices and ensure that procedures for placement of newly hired employees and employees who change assignments are applied consistently
      • Streamline processes to ensure efficient and effective operations within the compensation framework
      • Determine salaries for new hires and assignment changes
      • Work with other Human Capital staff and district supervisors to ensure accurate job descriptions for all district positions
      • Conduct job analysis to determine appropriate salary levels according to compensation guidelines and review jobs to determine Fair Labor Standards Act (FLSA) exemption status
      • Coordinate the annual salary change process and monitor adjustments to ensure accuracy
      • Investigate and respond to salary review requests from district supervisors
      • Assist with the contract recommendation, employee contract renewal, and annual employee contract rollover process as needed to support the finance and human capital team.
      • Create and submit various reports regarding compensation impact studies and salary increase analysis
      • Assist with maintaining an updated compensation manual
      • Ensure compliance with local, state, and federal personnel statutes including Equal Employment Opportunity Compliance (EEOC), Title IX, I-9 compliance, and the FLSA as they relate to the selection process
      • Learn and remain knowledgeable of education related Human Capital topics such as certification requirements and guidelines, NEA regulations and deadlines, recruiting, staffing and retention strategies
      • Ensure that all compensation practices and procedures are aligned with the FEA negotiated agreement.

      2.
      Analysis

      Priority: Essential
      Percent of Time: 40%

      Examples of this work include:
      • Analyze and interpret data to determine competitiveness of district salaries. Identify and recommend appropriate changes
      • Analyze compensation policies in relation to wage and hour regulations and recommend changes as appropriate
      • Participate in compensation surveys and conduct surveys as needed to collect market data
      • Assist with other Human Capital activities including the evaluation process, analysis and preparation of the department budget, e-verify submissions, the employee electronic filing system, and data collection and analysis projects

      3.
      Other duties as assigned.

      Priority: Secondary
      Percent of Time: 10%

      Examples of this work include:
      • Stay abreast of state and federal public policy changes that could affect the district
      • Complete special projects as assigned.
      • Assist with implementing changes to effect continuous improvement in services provided.
      • Attend workshops and professional development activities.

      • Knowledge of general compensation including compliance with state and federal laws and regulations

      • Strong time management skills with ability to meet deadlines
      • Ability to communicate effectively with a variety of audiences
      • Highly effective organizational skills
      • Ability to use software to develop spreadsheet, perform data analysis, and do word processing
      • Ability to interpret data and identify trends
      • Good analytical and research skills

      Minimum Qualifications (expected to have to enter job)
      • Bachelor’s degree in a program of study related to human capital or business administration from an accredited college or university Must have excellent problem-solving skills, phone skills, and the ability to multi-task and work independently.
      • Minimum three (3) years relevant compensation, human resources, or business related.
      • Intermediate computer skills sufficient to operate Microsoft Office applications such as Word, Excel, PowerPoint, and other types of office software.
      • Experience working respectfully and collaboratively with diverse populations.

      Preferred Qualifications (desired but not expected to have to enter job)
      • Experience working with Google Docs.
      • Experience working with School ERP Pro or another HRIS/ERP/Payroll System.
