Being a Compliance Officer recommends proactive measures that will reduce the risk of similar future incidents. Presents clear, concise, and factual reports that enable fair and relevant decisions to be made. In addition, Compliance Officer typically requires a bachelor's degree. Typically reports to a manager or head of a unit/department. May require a Certified Fraud Examiner (CFE) certification. Being a Compliance Officer contributes to moderately complex aspects of a project. Work is generally independent and collaborative in nature.     GENERAL SUMMARY: This is a technical and administrative position which requires inspections and enforcement of the Borough of Hummelstown codes and ordinances.

    ESSENTIAL FUNCTIONS:

    • Performs a variety of routine and complex work in the interpretation and enforcement of adopted codes, ordinances, and related rules and regulations relating to zoning, rental properties, land use, building codes, health and safety, property maintenance and other matters of public concern; as well as serves as a resource and provides information on regulations to property owners, residents, and businesses..
    • Performs systematic site inspections of properties and building structures to ensure compliance with property maintenance code and all applicable codes and regulatory requirements; enforces codes and ordinances.
    • Investigates complaints concerning property maintenance, zoning, rental properties, and other ordinances.
    • Serves as the Borough’s Zoning Officer and reviews zoning permits for conformity to municipal codes, and issues permits.
    • Issues Repair, Zoning, UCC, Demolition, Sidewalk, Curb Cut, Driveway, Street Opening, and Signage Permits
    • Attends all Zoning Board Hearings and provides monthly reports to the Borough Manager.
    • Coordinates building permit applications and inspections with third party agency.
    • Attends monthly Council meetings, Planning Commission and Zoning Hearing Board meetings and provides detail monthly reports to the Borough Manager.
    • Coordinate professional review of all Subdivision, Land Development and similar type plans with engineering firm and county planning.
    • Oversees the Rental Property Ordinance and registration program and other programs as assigned.
    • Maintains proper documentation required for all permits, complaints, investigations, and enforcement.
    • Assists with administrative activities as needed.
    • Participates in the development and implementation of policies and procedures.
    • Performs all other duties as assigned.

    QUALIFICATIONS:

    • Three (3) years’ experience in code enforcement, construction, zoning, or related field.
    • Associates Degree in related field or high school diploma or GED and 3 years’ experience in related field.
    • Ability to obtain Code Enforcement certifications and BCO within 1 year of hire.
    • Valid Pennsylvania driver’s license with acceptable driving record for the past three years.

    KNOWLEDGE/ABILITIES:

    • Ability to understand and interpret Property Maintenance and Zoning, Municipal Planning Code, and all related ordinances.
    • Ability to establish and maintain effective working relationships with team members, public officials, and public.
    • Ability to work independently.
    • Excellent communications skills
    • Ability to organize and maintain records and case files.
    • Ability to perform exceptional customer service.
    • Ability to resolve conflicts.
    • Ability to read and interpret building plans, specifications and building codes.
    • Ability to apply technical knowledge and follow proper inspection techniques to determine whether structures should be considered for condemnation.
    • Knowledge of record keeping, report preparation, filing methods and records management techniques.
    • Ability to understand and utilize zoning maps, land use maps, plat maps and other documents related to real property.
    • Ability to organize work, establish priorities, meet established deadlines, and follow up on assignments with a minimum of direction.
    • Ability to show courtesy, tact and sensitivity to individual differences when dealing with people who are hostile, difficult and/or distressed.
    • Ability to use personal computer, tablet, and cell phone.
    • Ability to independently prepare routine correspondence, reports, and memorandums.
    • Ability to understand and follow written and oral instructions.

    Job Type: Full-time

    Pay: $50,000.00 - $65,000.00 per year
