    POSITION SUMMARY

    Central Management Services (CMS) is seeking to hire a Contracts and Transactions Generalist (Administrative Assistant II) within the office of Transactions and Property Administration located within the Bureau of Property Management (BoPM). This position will serve as subject matter expert on leasing procedures and execution. This position will also serve as support for Agency Space Planners with space requests and verify and assist with leasing items and provide support functions with the State’s Procurement System. CMS invites all qualified applicants to apply for the position of Contracts and Transactions Generalist to assist and serve the State of Illinois.

    POSITION ESSENTIAL FUNCTIONS

    • Under general direction of the Transactions & Property Division Manager, functions as a Contracts and Transactions Generalist (Administrative Assistant II) to the Manager of Transactions (MOT) and the Transactions & Property Assistant Division Manager.
    • Directs and conducts a variety of studies for Division Management.
    • Recommends administrative operations and policies to Division Management via the evaluation of information and data utilized by the Division in the ongoing analysis and research of progress on operational components of statewide transactions management operations.
    • Serves as liaison to property owners, landlords, officials from all client agencies in the statewide in the development and installation of transactions projects.
    • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

    MINIMUM QUALIFICATIONS

    • Requires knowledge, skills, and mental development equivalent to completion of four years of college with coursework in business management, office management, or a related field.
    • Requires two years of professional experience in a public or private organization.

    PREFERRED QUALIFICATIONS

    • Prefers one (1) year of professional experience in office management, asset management, or facility management.
    • Prefers one (1) year of professional experience exercising judgment and discretion in developing, implementing, and interpreting departmental policies and procedures.
    • Prefers one (1) year of professional experience with procurement and related purchasing rules and regulations.
    • Prefers three (3) years professional experience in the use of software applications such as the Microsoft Office Suite for word documents, excel spreadsheets, and databases.
    • Prefers one (1) year of professional experience developing and maintaining cooperative working relationships with internal staff, vendors, and contractors

    CONDITIONS OF EMPLOYMENT

    • Requires completion of a background check and self-disclosure of criminal history.
    • Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends.
    • Per Executive Order 2018-07, requires engagement with Business Enterprise Program (BEP) contractors and subcontractors and support for the goals of the BEP program and the Fair Contracting Task Force when applicable.
    • Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties.
    • Requires ability to travel occasionally in the performance of duties, with possible overnight stays as appropriate.
