The Curriculum Developer II conducts skill assessments and collects input to identify training or development needs, goals, gaps, and requirements. Designs and develops training programs, curriculum, methods, and materials for various audiences, including employees, managers, customers, or other learners. Being a Curriculum Developer II develops curricula supporting defined competency models or skill frameworks. Consults with subject matter experts to define learning objectives and to design appropriate course content and training curriculum. In addition, Curriculum Developer II writes and edits outlines, syllabus, lecture notes, and materials for in-person or online courses and self-study programs. Evaluates the software or collaboration tools to be selected for training. Establishes metrics to use to evaluate training effectiveness. May collaborate with vendors that provide training materials or conduct training. May coach trainers. Requires a bachelor's degree. Typically reports to a manager. Being a Curriculum Developer II occasionally directed in several aspects of the work. Gaining exposure to some of the complex tasks within the job function.     Responsibilities
    Provide NAVELSG N7 specialized expeditionary cargo handling skills and operations in order to primarily
    execute formalized training, to include high-risk training (HRT), Maritime cargo operations and critical
    time-intensive command and control (C2) administrative functions. Assist with the analysis, design, and
    development of NAVELSG training programs, to include but not limited to: policy, tasks and functions,
    training staff development, curriculum and course design, instruction, training and readiness analysis, and
    the coordination of logistical requirements. The Contractor shall assist in the development of exercise
    scenarios as well as scripting and White Cell support for Command Post Exercises (CPX), Unit Level Training
    Readiness Assessments (ULTRA) and Final Evaluation Problems (FEP).

    • Provide curriculum development and maintenance support for the following training courses:
    o Shipboard Cargo Handling (G-060-2201)
    o Advanced Shipboard Cargo (G-060-2020)
    o Basic Air Cargo (G-060-2030)
    o Air Load Planning/Embark (G-060-2102)
    o Expeditionary Tactical Fuels (C-821-2371)
    o Expeditionary Fuels Quality Assurance (CIN TBD)
    o Explosive Driver (G-060-2116)
    o Explosive MHE (G-690-0068)
    o Expeditionary Cargo Operations (G-2G-2140)
    o Expeditionary Reload Team Academy (G-2F-2101)
    o Ammunition Fleet Sentencing (S-4E-0805)
    o Tent Camp Fundamentals (S-710-1030)
    o Power Distribution (S-710-1009)
    o Water Purification (S-710-1002)
    o CBRD (Chemical, Biological, Radiological Defense) (G-060-2107)
    • Perform curriculum reviews of courses for relevance and provide recommendations for updating
    course curriculum and instructional materials. Perform Navy Mission Essential Task List (NMETL)
    reviews for relevance and provide recommendations for updating based on current validated
    mission requirements.
    • Liaise with NAVELSG N7 Learning Standards Officer to develop cogent course revision schedule
    and provide recommendations on such to NAVELSG N7 leadership. Serve as an “observer” during


    Unit Level Training Readiness Assessment (ULTRA) events with NAVELSG N7 Unit Readiness and
    Assessments to ensure courses are in line with OFRP readiness training and assessment objectives
    and provide input to ULTRA Master Sequence of Events List (MSEL) to ensure correct alignment
    of course training materials.

    • Develop new and update existing curriculum using the Plan, Analyze, Design and Develop,
    Implement and Evaluate (PADDIE) model in AIM II and/or the Job/Duty Task Analysis (JDTA) model
    in CPM/LOM.


    Qualifications
    Required:

    • Must possess an active DoD SECRET Clearance.
    • Graduate of a certified Navy Instructor Training Course (NEC 9502, 9501, or 9518) or equivalent

    (Completion) of a civilian (or commercial) formal course of instruction, which has been evaluated
    and certified as a JIT/NITC equivalency by the Center for Professional Development (CPPD).

    • Shall meet Navy High-Risk Training requirements as outlined in OPNAVINST 1500.75 series. To
    include climbing up in a crane and going topside on a ship.
    • Possess valid CPR/AED certification. Provide proof of recent (within three (3) years) first aid
    certification.
    • Minimum of two (2) years of Curriculum Development experience within the past seven (7) years
    with direct support of Department of the Navy training Programs.
    • Previous documented training and experience with the following software/databases is required:
    • Authoring Instructional Materials (AIM) toolsets to include Content Planning Module (CPM)
    and Learning Objective (LO) Module.
    • Must be a US Citizen

    The employee is frequently required to sit, stand and walk. The employee must be capable of
    performing all training evolutions to include all tactical and dynamic maneuvers per the testing
    plan; including the ability to effectively complete weapons qualifications in the standing, kneeling
    and prone positions; ascend or descend ladders and go through narrow passageways; be free of
    any abnormal fear of heights and be able to acclimate to extreme local environmental conditions
    (e.g., high heat, humidity). These conditions and standards must be met at time of employment,
    and that these fitness standards are to be sustained throughout the life of the contract. The
    employee may be required to move ten pounds and could occasionally lift or move up to thirty-
    five pounds.
