Design Engineer designs, develops, and enhances new and existing products/product lines. Evaluates and recommends specifications and ensures products meet the technical and functional requirements. Being a Design Engineer recommends and follows reliable, efficient, and cost-effective procedures. Performs feasibility, functional, and quality testing of designs. Additionally, Design Engineer works with other members of the engineering staff to ensure project milestones are met and that projects are completed according to established timelines. Requires a bachelor's degree or equivalent. Typically reports to a supervisor or manager. The Design Engineer work is closely managed.   •  Engineer 1 - Position Information $33.85- $47.84 (Non-exempt/overtime eligible)  
    Performs professional office and field civil engineering activities requiring the application of basic engineering principles and methods for the design of Public Works roads, stormwater, bridges, culverts, and other transportation projects.  Duties involve technical and complex work in designing, estimating, and preparing specifications to deliver final contract bid documents.  Working knowledge of AutoCAD, Civil 3D, and Microsoft Word and Excel software applications required.

    Please note: If hired as an Engineer 1 the opportunity to automatically progress into an Engineer 2 is upon receipt of their  Professional Engineering (PE) License. 


    Engineer 2 - Position Information $78,287.04-$110,617.56 (Exempt)

    Required Education and Experience for all Positions
    • Registered as an Engineer in Training (EIT)*; or
    • Bachelor's Degree in Civil Engineering** field obtained by June 30, 2024; or
    • Equivalent four years related civil engineering* experience working under the direct supervision of a licensed Professional Engineer (PE).
    Preferred Experience
    • Experience using AutoCAD, Civil 3D and Microsoft Office Suite (Word, Excel, Outlook).
    • Experience with WWHM Windows and Western Washington Hydrology Model software program.

    **"Engineering" means the "practice of engineering" as defined in RCW 18.43.020.

    Verification Requirement
    Kitsap County requires verification of education, certification and/or experience.  The following information is required to meet the minimum qualifications for this position:

    • Certification: A copy of the Engineer in Training Certificate; OR
    • Education: Official transcripts from an ABET Accredited School of Engineering; OR
    • Experience: Complete a verification form and submit it during the application process. The form includes verification of work performed under the direct supervision of a Professional Engineer, Professional Engineer signature and PE stamp/seal or a copy of their current license; OR
    • Combination of Education and Experience: Official Transcripts from an ABET Accredited School and complete a verification form and submit it during the application process. The form includes verification of the work performed under the direct supervision of the Professional Engineer, Professional Engineer and PE stamp/seal or a copy of their current license.
    Driving Requirements
    The successful incumbent must meet the driving requirements of this position and submit a copy a current driving record/abstract (from state of residency) to review for eligibility to drive for Kitsap County prior to employment.  The successful incumbent must obtain a valid Washington State Driver's License prior to hire and maintain a satisfactory driving record as outlined in the Kitsap County Vehicle Use Policy. This position is categorized as a:
    • Category 1 Driver and operates County-owned vehicle.
    Required Licenses, Certificates, Examinations/Tests and Other Requirements
    The incumbent is responsible for obtaining and maintaining all the following required licenses, certifications and other requirements.  

    Prior to employment, the successful candidate must:  
    • Submit official transcripts from an accredited college or university or business school, if education is being used to meet the minimum qualifications.
    • Pass all job-related examinations/tests necessary to demonstrate required knowledge, skills and abilities, as determined by the hiring authority at time of job posting.

    Required Working Conditions / Physical Activities

    • Exposure to a variety of weather conditions while driving or conducting field work.
    • Exposure to physical hazards from traffic, field site environment and construction equipment. 
    • Requires lifting/carrying/pushing/pulling various survey, inspection and testing equipment and materials up to 50 pounds (to 10% of time).
    • Requires bending/stooping/climbing/twisting while traversing rough, undeveloped terrain or construction sites or while conducting inspections and surveys.  
    • Requires reaching, sitting, standing, mobility, and grasping; talking, hearing, seeing and repetitive motions. 
    • Prepare plans, specifications, and estimates for roadway and stormwater conveyance and treatment facility design in accordance with federal, state and local standards, guidelines, and requirements.
    • Prepare design documentation for decisions made during design, including but not limited to ADA MEF documentation, estimates, backup calculations, pavement design, technical deviations, cost-benefit comparisons.
    • Assist in the preparation of drainage reports, including on-site tests and stormwater modeling using the latest version of the Western Washington Hydrology Model, Kitsap County Stormwater Design Manual, and any other applicable state and local stormwater requirements.
    • Provide support in preparing environmental reports, permitting submittals, and coordination with other county departments and utility partners.
    • Determine right of way and easement acquisition requirements in support of the preparation of legal descriptions and right of way plans.
    • Provide engineering support during construction.
    • Assist in the bidding process for capital projects in accordance with the Public Works Bid Evaluation procedure (PW 14.5.01 PRO).

      10% INCENTIVE PAY & 1 YEAR VACATION ACCRUALS ADVANCED!
      • Ten percent (10%) signing incentive payments will be provided in consideration for the candidate’s agreement to remain employed with the County for a minimum of two years.
      • Advancements equal to 12 months accrual of vacation leave or general leave for immediate use by candidates who accept these positions. Additional vacation/general leave hours will accrue beginning the 13th month of employment. All other provisions of the Personnel Manual regarding vacation/general leave will apply.
