Special Assistant (Emergency Management Policy)

  • Minimum Qualifications

    Bachelor’s degree from an accredited college and six years of relevant experience as indicated below*. At least two years of the experience must have been at a supervisory level.

    Substitution: four years of specialized experience or associate’s degree and two years of specialized experience may substitute for bachelor’s degree; J.D. or master’s degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.

    Relevant experience*:

    • Working knowledge of the American with Disabilities Act, Rehabilitation Act, and related State, local laws and regulations pertaining to accommodating people with disabilities and others with functional and access needs (DAFN)
    • Established working relationships with disability advocacy organizations such as Independent Living Centers (ILCs), The Arc, etc.
    • Interacting with organizations that include diversity and inclusion, equal opportunity, civil rights, minority business development, or similar Diversity Equity Inclusion Access (DEIA) programs.

    Preferred Experience

    • Working for or with emergency management organizations.
    • Strong computer and data analysis skills.
    • Microsoft Office applications: Word, Excel, Teams, and PowerPoint.
    • Experience working with large databases, content/data management systems, and hazard data.
    • Ability to analyze and synthesize complex data sets and translate into clear, actionable information and program operation.
    • Familiarity with website/vendor management.
    • Experience managing contracts.
    • Excellent project management, organization, and demonstrated ability to deliver complex projects within specified deadlines and in a high-pressure environment.
    • Superior written and verbal communications skills including experience writing and understanding complex planning documents and requests for proposals.
    • Superior facilitation and mediation skills.
    • Working directly with people with disabilities and experience engaging with interagency and community stakeholders, especially in the Disability and Access and Functional Needs sector in NYS.
    • Experience applying the concepts, theories, and practices of emergency management to real-world plans in the human services field

    Duties Description

    Reporting to the Executive Deputy Director of the Office of Emergency Management (OEM), the Special Assistant (Emergency Management Policy) will direct the development and implementation of programs, plans and strategies to ensure all communities and vulnerable populations, especially people with disabilities, are considered in DHSES OEM emergency planning, training and response and recovery efforts.

    Duties will include but are not limited to the following:

    • Advise OEM Executive staff on Diversity, Equity, Inclusion, and Accessibility (DEIA), Access and Functional Needs (AFN), and Community Organizations engagement.
    • Plan and implement OEM community outreach programs throughout New York State.
    • Oversee the development and implementation of best practices for incorporating DEIA/AFN into emergency management planning, response, recovery, and overall programmatic efforts.
    • Build and maintain collaborative working relationships with internal and external agency partners and community representatives and organizations.
    • Work across OEM sections to build DEIA/AFN and integrate Community Organizations’ considerations and guidance into OEM’s programs and trainings.
    • Collaborate and coordinate with OEM Regional staff to develop and support Community Organizations’ engagement and inclusion in local emergency management programs.
    • Gather data for statistical analysis; review and develop policies and procedures; assist with the completion of strategic management plans and goals relative to DEIA/AFN to facilitate information sharing; support county and Community Organizations’ planning and response efforts.
    • Oversee the development of best practices targeted to the local level, to guide the effective conduct and coordination of community outreach as part of emergency management planning and response efforts.
    • Perform all administrative supervisory tasks, as required, and supervise DEIA/AFN and Community Organizations Outreach engagement program staff, including managing their daily activities and directing and prioritizing their work in the development and implementation of DEIA/AFN and community outreach programs.
    • Work with appropriate community organizations to develop and/or maintain Core Advisory Groups (CAGs) in each county or region to ensure there is local emergency management expertise regarding the needs of the disability community in each local region.
    • Develop and deliver reports, briefings, presentations, and related materials as appropriate.
    • Represent DHSES Executive staff at meetings, seminars, research groups, community events and other venues as directed.
    • Develop and maintain collaborative and effective working relationships with internal and external agency partners and community representatives.
    • Deploy to affected areas as directed and provide Executive level briefings on a 24/7 day a week basis as required.
    • Travel throughout New York State will be required.

    NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.
