Employee Health Services Manager is responsible for managing the employee health service functions of the organization. Administers healthcare program operations and supervises subordinate staff.   • # Job Summary The primary function of the Manager Employee Benefits is to coordinate, develop, implement, administer, and maintain benefit programs, policies, and procedures. The Manager develops benefit communications and counsels employees on benefit-related issues. Essential Functions Oversee benefits programs, including conducting analysis and serving as senior level contact with providers (including group health and life), workers# compensation, unemployment, and retirement plan Handles benefit inquiries and complaints to ensure quick, equitable, courteous resolution Administers the annual/off cycle open enrollment process, including working with vendors and internal parties during the renewal period and preparing recommendations for management Assures that existing and new benefit programs are adaptable to standardized computer and reporting systems Develops benefit information and statistical and census data for actuaries, insurance carriers, and management Supervises preparation of reports and applications are required by law to be filed with federal and state agencies, such as the Internal Revenue Service, OSHA, BLS, Department of Labor, insurance commissioners, and other regulatory agencies Revises and reissues all communications material related to all health and welfare benefits Ensures prompt and accurate compliance Manages relationships with vendors and third-party administrators to ensure efficient plan administration Supports all benefit onboarding integration Assist the Chief Human Resources Officer and serves as a strategic partner in the development, implementation, management, and evaluation of benefits strategies. Develop, prepare, generate, and analyze ongoing and ad-hoc special reports pertaining to employee personnel information and data, including issues such as benefits costs, effectively utilize the HRIS to obtain, store and analyze pertinent data and information.. Serves as the subject-matter expert for the leave and workers# compensation programs in alignment and under the general direction and guidance of HR leadership, corporate leadership, and the legal department. Interprets and administers leave programs and policies in accordance with the applicable federal and state employment laws (FMLA, ADA, Pregnancy Discrimination Act, etc.). #Ensures that the workers# compensation program is managed in accordance with applicable OSHA and workers# compensation laws. Administers all aspects of leave and workers# compensation programs. Provides extensive case management and coordinates administrative aspects of the cases and claims. Conducts/coordinates investigations into all reported workers# compensation claims. Independently approves and/or denies leave cases based on relevant medical information. Coordinates and organizes all medical information and ensures that HIPAA and Employee Privacy guidelines are closely monitored and effectively executed. Ensures that all reportable workers# compensation claims are submitted to the company#s vendor within 48 business hours from the date of the incident. Manages all administrative aspects of leave and workers# compensation claims to include tracking hours used/taken and working closely with Payroll to ensure that pay for associates is accurate and correct. Works closely with employees to ensure that all relevant completed medical documentation is submitted for timely review. Maintains appropriate contact with all associates on leave and coordinates all aspects of return to work for associates on leave. Conducts Tier I investigations of alleged fraudulent activity of all leave cases and workers# compensation claims. Works closely with the adjusters to identify, research and resolve matters. Produces and manages reporting metrics and analytics for all leave cases and workers# compensation claims. Presents reports as requested. Conducts investigations regarding incidents, interviews relevant parties and coordinates medical treatment/care as needed. Meets regularly with vendors to review claims# status and develops strategies for resolution. Manages STD/LTD programs Ensures that STD claims are coordinated with FMLA or general medical cases. Assists in the creation and facilitation of leave administration and workers# compensation training programs Manages OSHA Logs and Sharp Logs Responsible for submission and follow-ups to OSHA Manages Unemployment Claims Participates in unemployment hearings and claim reviews Responsible for monthly-in-person Orientation benefits presentation and assist new hires with benefit enrollment.
