    Associate Engineer

    Full Salary Range: $74,380.00 - $111,520.00 Hiring Range: $75,00.000- $80,000.00

    Engineer

    Full Salary Range: $88,570.00 - $132,860.00 Hiring Range: $89,000.00 - $100,000.00

    Senior Engineer

    Full Salary Range: $103,860.00 - $155,900.00

    Hiring Range: $104,000.00 - $120,000.00

    The typical work week is Monday - Friday, 8:00 AM to 5:00 PM, though this role also provides a flexible work schedule subject to the discretion of the Department and business requirements.

    This position performs a variety of routine, technical, and professional engineering duties in the field of civil engineering, such as planning, design, and project management in accordance with civil engineering principles and practices as well as County criteria. Work will be performed under the direction and supervision of a licensed professional engineer. May be assigned to Development Review, Construction Services, Capital Projects, Traffic, or Stormwater.

    Essential Duties/Responsibilities

    Associate Engineer :

    • Provides input and technical assistance as necessary in the design, plan review, or production of civil engineering plans.
    • Accomplishes engineering assignments requiring the use of judgment and initiative in developing solutions to problems and interpreting criteria; assists senior-level engineer(s) with complex engineering assignments. Prepares formal and technical reports, as well as presentations.
    • Accomplishes plan check review and processing of plans for assigned projects; analyzes plans, ensuring compliance with all applicable standards and criteria..
    • Formulates and prepares departmental recommendations for conditions of approval for assigned projects.
    • Participates in data collection and analysis in the field of civil engineering. Prepares and reviews quantity calculations and cost estimates for engineering projects; determines and presents project feasibility based on analysis of data collected.
    • Communicates with various County departments, personnel, developers, engineers, architects, contractors, consultants, outside agencies, and the public regarding technical and procedural aspects of various projects; provides information regarding County criteria and standards.
    • Coordinates with Local, State, and Federal agencies during applicable phases of assigned projects.
    • Responsible for analyzing and ensuring projects and related plans and designs conform to County criteria.
    • Works with senior-level engineer(s) to evaluate existing organizational policies, regulatory compliance, and infrastructure based upon area of expertise; makes recommendations for appropriate corrective measures.
    • Attends and represents the County at various meetings and commissions. Assists in the presentation of projects to the Board of County Commissioners and other applicable governing boards and commissions.
    • Responds to questions and complaints from the public concerning engineering and public works issues.
    • Assists in the development and implementation of goals, objectives, policies, procedures, and priorities.
    • Reviews and coordinates the processing of environmental documents pursuant to National Environmental Protection Act and State requirements.
    • Performs other duties as required.


    Engineer:

    • Accomplishes complex engineering assignments requiring the use of judgment and initiative in developing solutions to problems and interpreting criteria. Provides technical assistance as necessary in the design, plan review, or production of civil engineering plans. Prepares formal and technical reports, and presentations. Provides recommendations in the resolution to complex engineering problems to successfully complete projects.
    • Accomplishes plan check review ensuring compliance with all applicable standards and criteria; ensures appropriate records are maintained. Coordinates plan review with appropriate stakeholders to ensure proposed design and plans are compatible with the County’s infrastructure and long-term plans.
    • Participates in data collection and analysis in the field of civil engineering. Prepares and reviews quantity calculations and cost estimates for engineering projects; determines and presents project feasibility based on analysis of data collected. Assists with the construction phase of development projects to ensure compliance with County land development regulations and project condition of approval; upon completion of improvements, coordinates the formal project acceptance.
    • May provide project management and engineering design in the planning and development of project plans, specifications, and estimates for assigned projects; ensures adherence to plans and specifications as well as engineering standards and criteria.
    • Communicates with various County departments, personnel, developers, engineers, architects, contractors, consultants, outside agencies, and the public to provide information regarding technical and procedural aspects of various projects; provides information regarding County criteria and standards.
    • Coordinates with Local, State, and Federal agencies during applicable phases of assigned projects.
    • Confers directly with other County Departments regarding project development, engineering design and construction of infrastructure; may be responsible for management of related projects.
    • Responsible for reviewing and ensuring projects and related plans and reports conform to County criteria.
    • Evaluates existing organizational, regulatory, and infrastructure based upon area of expertise; makes recommendations for appropriate corrective measures.
    • Recommends and assists in the preparation of criteria, procedural, or ordinance changes.
    • Assists in the preparation of staff reports and agendas for various boards and commissions. Attends and represents the County at various meetings and commission hearings. Assists in the presentation of projects to the Board of County Commissioners and other applicable governing boards and commissions.
    • Responds to questions and complaints from the public concerning engineering and public works issues.
    • Assists in the development and implementation of goals, objectives, policies, and priorities.
    • Reviews and coordinates the processing of environmental documents pursuant to National Environmental Protection Act and State requirements.
    • Performs other duties as required.


    Senior Engineer :

    • Accomplishes complex engineering assignments requiring the use of judgment and initiative in developing solutions to problems, interpreting general policies, and determining work schedules in civil engineering; provides input and technical assistance as necessary. Prepares formal and technical reports, specifications, and presentations. Resolves complex engineering problems to successfully complete projects.
    • Oversees work of lower-level engineers, including setting priorities and reviewing written reports and work products.
    • Accomplishes or provides guidance on plan check review and processing of plans for assigned projects; analyzes plans, ensuring compliance with all applicable standards and criteria; ensures appropriate records are maintained. Coordinates plan review with appropriate stakeholders to ensure proposed design and plans are compatible with the County’s infrastructure and long-term plans.
    • Responsible for construction phase of development projects to ensure compliance with County land development regulations and project condition of approval; upon completion of improvements, coordinates the formal project acceptance.
    • May provide project management and engineering design in the planning and development of project plans, specifications, and estimates for assigned projects; ensures adherence to plans and specifications as well as engineering standards and criteria.
    • Reviews, formulates, analyzes, and presents departmental recommendations for conditions of approval for complex and controversial projects.
    • Directs data collection and analysis in the field of civil engineering. Oversees the preparation and review of quantity calculations and cost estimates for engineering projects.
    • Performs economic analysis and value engineering for engineering projects; presents results. Determines project feasibility based on analysis of data collected and presents recommendations to others.
    • Identifies acceptable options for project design; provides clarification on criteria interpretations and specific criteria language.
    • Reviews projects for consistency with applicable adopted plans, codes, and standards; identifies any related issues and makes appropriate recommendations.
    • Prepares for project meetings by understanding the project, researching current and historical information, and evaluating criteria, County policies, and other applicable regulations.
    • Communicates with various County departments, personnel, developers, engineers, architects, contractors, consultants, outside agencies, and the public regarding all aspects of projects; provides information regarding County regulations and standards.
    • Responsible for analyzing and ensuring projects, plans, and designs conform to County criteria.
    • Evaluates existing organizational, regulatory, and infrastructure based upon area of expertise; makes recommendations for appropriate corrective measures.
    • Participates in the development and implementation of goals, objectives, policies, and procedures for the division and department.
    • Recommends, prepares, and presents documents for criteria, procedural, or ordinance changes.
    • Responsible for the preparation of staff reports and agendas for various boards and commissions. Attends and represents the County at various meetings and commissions. Participates and/or presents projects to the Board of County Commissioners and other applicable governing boards and commissions. Provides expert testimony and responses at meetings and public hearings as needed.
    • Reviews and coordinates the processing of environmental documents pursuant to National Environmental Protection Act and State requirements.
    • May participate in budget preparation.
    • Performs other duties as required.


    Supervision Exercised: This classification does not have supervisory authority; however, may be required to provide expertise or limited guidance or direction to employees, such as overseeing work quality, training, and guidance. Typically serves as a subject matter expert on the scope of functional area.

    Supervision Received: Receives general supervision. This classification typically performs job duties by following established standard operating procedures and/or policies. Regular direction, guidance, and coaching from supervisor may be expected. There is a choice of the appropriate procedure or policy to apply to duties. Performance reviewed periodically.

    • Knowledge of plan checking methods and the ability to exercise sound independent judgment within established guidelines, including compliance with codes, criteria, and regulations.
    • Knowledge of principles, practices, methods, and techniques of land surveying.
    • Proficiency in computer applications, databases, and engineering-specific programs; ability to quickly learn new software. Proficiency in Microsoft Office Suite.

    Required Education And Experience

    Associate Engineer :

    • Bachelor's degree in engineering.


    Engineer:

    • Bachelor's degree in engineering.
    • Four years of professional engineering experience; two years of the required experience must be in civil engineering.
    • Two years of leadership or project management experience.


    Senior Engineer :

    • Bachelor's degree in engineering.
    • Six years of progressive civil engineering experience, with three years of leadership experience of professional staff.


    Preferred Education and Experience

    Engineer/ Senior Engineer :

    • Major study in civil engineering.
    • Experience with engineering-related software/programs, such as computer-aided design (CAD), geographic information systems (GIS), and MS Project.


    Licenses/Certificates

    Associate Engineer :

    • Must possess and maintain a valid driver's license.
    • Engineer Intern Certification required, or equivalent combination of experience and education as approved by Colorado Department of Regulatory Agencies (DORA) for Professional Engineer (PE) Licensing Requirements. Acceptable equivalence must be demonstrated by documented allowance from DORA to qualify for PE exam.


    Engineer/ Senior Engineer :

    • Must possess and maintain a valid driver's license.
    • Professional Engineer's (PE) License; possession of Colorado PE within six months after employment.


    Pre-Employment Requirements

    • Must pass conditional post offer background investigation, motor vehicle record check, and drug screen.


    Work Conditions

    Duties are primarily performed in an office and remote work environment dependent upon Department discretion and business needs, and outdoors; may be exposed to adverse weather conditions. Requires travel to County facilities, conferences, seminars, meetings, and outlying areas for the inspection of development, construction sites, or public work facilities. Subject to after-hours call-out.
