Epidemiologist monitors and investigates known or suspected sources and transmission of communicable diseases. Collects, analysis, and interprets disease data using appropriate statistical and research methods. Being an Epidemiologist reviews sterilization, disinfection and waste control techniques and recommends changes as needed. Develops and coordinates effective and practical interventions and procedures to control and prevent disease in the community or facility. Additionally, Epidemiologist typically requires a master's degree of microbiology. Typically reports to a manager or head of a unit/department. The Epidemiologist contributes to moderately complex aspects of a project. Work is generally independent and collaborative in nature.     POSITION SUMMARY:
    Performs complex epidemiological studies on the distribution and determinants of infectious and chronic diseases, including public health emergencies (epidemic and endemic). Work involves assisting in devising methods of surveillance, implementation, and analysis of epidemiological investigations or studies, and participating in general data management and report writing for epidemiological studies and investigations within the Oneida public health jurisdiction. Continuation of this position is contingent upon funding allocations.

    DUTIES/ RESPONSIBILITIES:
    The Epidemiologist position performs the following essential functions within the framework of the Public Health Core Competencies (PHCC). These duties and responsibilities are not an all-inclusive list but rather a general representation of the duties and responsibilities associated with this position. The duties and responsibilities will be subject to change based on organizational needs and/or deemed necessary by the supervisor.

    Data Analytics and Assessment Skills :
    • Perform epidemiological and statistical analyses on variety of data and prepare results for review.
    • Design, manipulate, and use databases for analysis of health problems to assess the potential public health impact such as chronic illness conditions, disease risk factors, or other adverse health outcomes.
    • Identify alternative or supplemental data sources to augment locally collected data.
    • Assist with data collection and compilation to inform the Community Health Assessment (CHA) and Community Health Improvement (CHIP) Plan.
    • Participate in Performance Management to include quality assurance and improvement.

    Policy Development and Program Planning Skills :
    • Participate in department strategic planning.
    • Participate in the development, implementation, data analysis and report writing of the Community Health
    • Assessment (CHA) and Community Health Improvement Plan for the purpose of establishing relevant programs.
    • Evaluate outcomes of public health interventions; works with the department to make changes as necessary.
    Communication Skills :
    • Communicate effectively in the English language, both verbally and in writing.
    • Design and prepare reports from analyses of surveillance data and other information.
    • Develop and disseminate data and epidemiologic finding to the public and stakeholders through presentations, news releases, newsletters, websites, social media, demonstration and displays.
    • Operate business computers and office machines, including in a Windows environment, specifically Word, Excel, Access, and presentation software. Use of software solutions specific to programming needs.
    Health Equity Skills :
    • Interact with customers, community partners and co-workers with fairness and equity and deliver services free of bias or prejudice.
    • Incorporate diverse perspectives in developing, implementing and evaluation policies, programs and services that affect the health of the Oneida community.
    • Incorporate Oneida Nation culture, tradition, and values into program practices.
    Community Partner Skills :
    • Participate on internal and external committees and workgroups related to areas of expertise.
    • Develop new and maintain existing relationships with partners and establish written agreements, Memorandum of understandings, contracts, that describe the purpose and scope of partnerships.
    • Participate in public health emergency response training and drills.
    • Participate on response teams to prevent, minimize, and contain adverse health events and conditions resulting from communicable diseases; food, water, and vector-borne outbreaks; chronic disease; injuries and health disparities.
    Public Health Sciences Skills :
    • Provide scientific advice and technical assistance related to areas of expertise.
    • Ensure ethical principles are applied in accessing, collecting, analyzing, using, maintaining, and disseminating data and information to the Oneida and surrounding communities
    Management and Financial Skills :
    • Maintain professional and technical knowledge by attending seminars, educational workshops, classes and conferences; reviewing professional publications; establishing networks; participating in professional societies; conferring with representatives of contracting agencies and related organizations.
    • Ability to prepare grant proposals and monitor secured grants (data collection, written reports, and fiscal planning/management).
    Leadership and Systems Thinking Skills :
    • Provide leadership and technical guidance related to areas of expertise.
    • Provide educational experiences for undergraduate and graduate students in healthcare fields as appropriate.
    • Ability to work with minimal supervision.
    • Adhere to all Tribal Personnel Policies and Procedures, Tribal Standard Operating Procedures, and Area and Program Strategic Plans and Policies.
    • Maintain strict department security, confidentiality, and quality to meet professional standards of the department.

    PHYSICAL REQUIREMENTS/WORK ENVIRONMENT::
    • Work is generally performed in an office setting but may occasionally include work at community sites.
    • Work performed in the community is sometimes subject to conditions that range from inclement weather to dangerous conditions such as snow/ ice, cold, heat., Community locations may subject worker to increased risk of driving hazards.
    • Community locations may subject worker to communicable diseases, insect and other disease vectors, toxins, hazardous materials, chemical and animals. Potential risk of blood borne pathogen exposure.
    • In all settings, employees may occasionally need to relate to members of the public who exhibit challenging, atypical, or hostile behavior and/ or communication.
    • Due to the need for public health personnel to respond to public health emergencies, the employee must be able to meet the physical demands of performing the following activities: Must be able to be fitted and wear appropriate respiratory protection. Engage in the following movements: climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, lifting, fingering, grasping, feeling, and writing and repetitive motions. Exert up to 30 pounds of force occasionally, and/or a negligible amount of force constantly to move objects.
    • Evening and/or weekend work and/or extended hours and irregular shifts may be required.
    • A Tuberculosis (TB) Screening and/or a 2 step TB Skin Test is required within thirty (30) days of employment.
    STANDARD QUALIFICATIONS:
    • National Incident Management System (NIMS)/Incident Command System (ICS) 100, 200 and National Incident Management System NIMS700 certification within three (3) months of employment.
    • Basic Life Support (BLS) certification within ninety (90) days.
    • Complete Oneida Certification on Reporting Child Abuse and Neglect training within ninety (90) days of employment.
    • Must adhere to strict confidentiality in all matters.
    • Must complete Health Insurance Portability and Accountability Act (HIPAA) training within 30 days of employment and annually thereafter.
    • Must be willing and able to obtain additional education and training.
    • Must Comply with Caregiver Law and Grant conditions criminal history check as a condition of employment to include fingerprinting.
    • Must pass a pre-employment drug screening. Must adhere to the Nation’s Drug and Alcohol-Free Workplace Policy during employment.
    • Employees are required to have proof of immunity or dates of two (2) doses of MMR and Varicella and COVID-19 vaccinations prior to starting in any position within the Oneida Comprehensive Health Division. Any refusal of vaccination(s) or failure to provide proof of immunity may disqualify the applicant.
    • Must pass a background security check with the Oneida Nation in order to meet the Employment Eligibility Requirements, Tribal/State Compact and/or Oneida Nation Gaming Ordinance as they pertain to the position. A temporary license or Gaming License issued by the Oneida Gaming Commission is required as a condition of employment and continuing employment within the Oneida Nations Gaming Division.
    • A valid, non-probationary driver’s license or occupational driver’s license, reliable transportation, and insurance are required. Must obtain a Wisconsin non-probationary driver’s license or occupational driver’s license within thirty (30) days of employment if applicant has an out-of-state driver’s license. Must be authorized as eligible to operate a Personal and Tribal vehicle under the Oneida Nation’s Vehicle Driver Certification and Fleet Management Policy prior to actual start date. Must maintain driver’s eligibility as a condition of employment.

    MINIMUM QUALIFICATIONS:
    • A bachelor’s degree in epidemiology, biostatistics, or a similar field.
    • Two (2) years of work experience within a public health agency or infectious disease surveillance.
    • Two (2) years of experience in managing projects of high complexity and a variety of internal/external stakeholders.
