To perform a variety of paraprofessional administrative duties in support of the Finance Department, and to compile information for use in recordkeeping, report preparation, and Finance function monitoring.
SUPERVISION RECEIVED AND EXERCISED::
Reports to Director of Finance and may receive direction from higher level Department management staff.
May exercise direct or technical and functional supervision over clerical and technical staff.

Essential Duties and Responsibilities::
Review, research and summarize a variety of fiscal, statistical, and administrative information; prepare related reports and memoranda.
Develop and revise Department forms and report format, as well as report preparation procedures.
Receive and respond to requests, inquiries, and complaints from the public.
Supervise and coordinate the activities of the assigned accounting systems, review and approve invoices; prepare related reports.
Supervise and monitor the maintenance, repair, and upkeep of equipment in assigned area.
Prepare packets of information needed to administer purchase contracts.
Compose and assemble agenda items for Council.
Draft and assemble Requests for Proposal, Ordinance or Resolution, and other documents to review.
Arrange for timely publication of notices and monitor legal and policy requirements to insure compliance.
Assist in the preparation of the comprehensive annual financial report by coordinating the production of the document this would include arranging for the selection and printing of the report covers tabs and dividers; setting and editing page format keep track of project status.
Assist in the preparation of the annual operating budget including coordinating the production of both the preliminary and final adopted budget document, monitoring compliance with laws and regulations and other deadlines concerning publication of notices and filing of reports. Gathering information maintain files compile reports enter data into both Munis and ExecuTime.
Basic principles and practices of fiscal statistical and administrative research and report preparation.
The use of computers in a business environment.
The use of personal computers to prepare complex business reports and presentations. Knowledge must include or indicate a strong propensity for a very high degree of proficiency with Munis and ExecuTime.
Other Important duties and responsibilities:::
Draft monthly financial statements in various monthly financial reports from computer generated financial data.
Responsible for monitoring departmental administrative procedures especially filing systems purchases budget compliance and project status.
Coordinate activities with and provide information to outside contractors and service providers; attend bid conferences as required.
Compose an assembled agenda items for the City Council.
Review and prepare bid specifications.
Train, supervise and evaluate assigned staff.
Represent a signed area in a variety of professional and administrative meetings.
Perform related duties as assigned.
QUALIFICATIONS::
Knowledge of::
Basic principles and practices of fiscal statistical and administrative research and report preparation.
Modern office methods, practices procedures and equipment.
Standard methods and practices of account record keeping.

Experience and Training Guidelines:

Experience::
Three to five years of increasingly responsible experience performing high level administrative support work. Work experience should include use of computers to accomplish accounting and purchasing.
Training::
Equivalent to the completion of the 12th grade. Additional specialized training in public administration, personnel supervision, accounting, or a related field is desirable. An associate degree or equivalent in college hours in office administration or accounting strongly preferred.
