SUMMARY OF POSITION:
This position researches, analyzes, advises, develops, communicates, and administers the employee benefits and leave programs for the Chester County Intermediate Unit. Ensures compliance with federal legislation including, FMLA, COBRA, worker’s compensation and HIPAA. This position develops efficient systems, policies, and procedures within area of responsibility. This position also serves as a technical point of contact for HR and assists with ensuring data integrity, testing of system changes, report writing and analyzing data flows for process improvement opportunities. The incumbent will support HR system upgrades, patches, testing and other technical projects as assigned. Professional interaction with staff, administrators and the public is essential. The incumbent must be able to work independently and in a self-directed manner.
ESSENTIAL JOB RESPONSIBILITIES:
- Ensures compliance with federal legislation including, FMLA, COBRA, worker’s compensation and HIPAA.

- Serves as a technical point-of-contact for HR and assists with ensuring data integrity, testing of system changes, report writing and analyzing data flows for process improvement opportunities.
- Support HR system upgrades, patches, testing and other technical projects as assigned.
- Providing professional interaction with staff, administrators and the public is essential.
- Possesses the ability to work independently and in a self-directed manner.
QUALIFICATIONS:
- Bachelor's degree in Human Resources or related field required.
- 3-5 years experience as a benefits/HRIS analyst and/or equivalent experience
- Knowledge of employee benefits and legislation related to benefits preferable
- Systems implementation experience or knowledge of HRIS systems preferable
SALARY RANGE 2024-2025:
Project staff, Band 14, Exempt
$64,395 - $80,494 annually, based upon experience
SCHEDULE:
Monday – Friday, 8 AM - 4 PM, 7.5 hours/day, 260 days/year
PROJECT STAFF BENEFITS:

- Paid time off includes 2 personal days annually (pro-rated if starting after July), accrue up to 10 vacation days per year during year one, and 1 sick day per month (unlimited accumulation of sick time)
- Eligible for tuition reimbursement up to 100% of the actual cost of credit to a maximum of 15 credits per year. Courses must be completed with a grade B- or better.
