Human Resources Director plans and oversees human resources functional operations, including talent acquisition, compensation, benefits, training, employee relations, safety, and compliance. Administers human resources programs and policies to reflect the organization's mission and values, support company goals, achieve objectives, and positively engage the workforce. Being a Human Resources Director maintains broad and current subject matter knowledge and expertise in federal and state employment laws to advise leadership with solutions for human resources issues and evolving organizational needs. Implements an HRIS or other system to facilitate processes and provide data and reporting on HR activity. Additionally, Human Resources Director requires a bachelor's degree. Typically reports to top management. The Human Resources Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure. To be a Human Resources Director typically requires 5+ years of managerial experience. Deep knowledge of the managed sub-function and solid knowledge of the overall departmental function.     Job Goals:

    • To provide outstanding leadership in administering the human resources/personnel functions of the Opelika City Board of Education.

    Qualifications:

    • Master’s degree from an accredited Preferred but not required.
    • Valid Alabama certificate in Educational Leadership, administration, and/or Preferred but not required.
    • Minimum of three (3) years successful classroom Preferred but not required.
    • Minimum of two (2) years successful administrator experience (school or district level). Preferred but not required.
    • Experience in developing, maintaining, and assessing personnel records.
    • Ability to research, compile, analyze and report data.
    • Ability to solve problems in areas of personnel.
    • Knowledge of law applicable to school system human resources.
    • Ability in oral and written communication.
    • Ability to meet the suitability criteria for employment and/or certification licensure under the Alabama Child Protection Act of 1999 and Act No. 2002-457.
    • Superior leadership, collaboration, and interpersonal skills and ability to be an instructional leader across multiple settings and to work collaboratively as a team member with large and/or diverse groups.
    • Ability to use technology for communications, data analysis and reporting, presentations, and planning.
    • Demonstrated proficiency in oral and written communication with the ability to produce and lead presentations through various data sources.
    • Ability and willingness to work a flexible schedule.
    • Such alternatives to the above qualifications as the Board may require.

    RESPONSIBILITIES:

    • Demonstrates support for the school system and its vision, goals, and priorities.
    • Advocates, supports, promotes, and communicates all aspects of the Opelika City School System’s Human resources programs, services, and initiatives.
    • Works within the school system community to promote excellent customer service and provide expert insights into programs for human resources development and operations.
    • Supervises all human resources staff members and programs.
    • Maintains a current knowledge and understanding of governmental statutes, regulations, and rules relating to personnel administration and advises the appropriate individuals regarding the requirements of law as necessary.
    • Assists in the research pertaining to personnel, including, but not limited to salary schedules, studies of staff characteristics, professional standards, and other pertinent areas.
    • Assists with the development of personnel division regulations and procedures.
    • Oversees the maintenance of personnel records for employees.
    • Coordinates the recruitment, selection, assignment, assessment and evaluation of employees and programs.
    • Coordinates all requests for the transfer and reassignment of employees.
    • Works closely with the Chief School Financial Officer to coordinate budgets with the functions of the finance and human resource departments.
    • Administers the contracts and salary schedules for all personnel and assists in the development and recommendation of salary policy and structure.
    • Coordinates the dissemination of information and implementation of procedures related to retirement and benefits available to employees.
    • Coordinates the assessments, evaluations, and grievances of employees.
    • Counsels with employees to resolve complaints, problems, and other job-related matters.
    • Develops job descriptions for staff positions and coordinates the periodic review and revision of existing job descriptions.
    • Supervises employee evaluation programs according to State Department of Education and school system procedures and regulations.
    • Coordinates the development and maintenance of a comprehensive system for the storage of personnel records and data.
    • Prepares and maintains statistical information on all personnel and submits required statistical reports to the State Department of Education and the Board.
    • Plans and manages personnel budgets.
    • Serves as consultant to the professional staff on matters pertaining to human resources.
    • Conducts research on current human resources issues to create professional development opportunities for staff and administrators.
    • Serves as a resource to staff for locating and securing appropriate materials.
    • Leads professional development sessions at school sites.
    • Maintains confidentiality regarding school/workplace matters in accordance with state and federal law.
    • Models and maintains high ethical standards.
    • Demonstrates initiative in identifying opportunities for improvement in areas of responsibility.
    • Participates successfully in training programs, professional development, or other learning to increase skill and proficiency related to job performance and leadership.
    • Responds to inquiries and requests in a timely and positive manner.
    • Maintains and submits required reports, records, and correspondence in a timely and accurate manner.
    • Adheres to school system rules, administrative procedures, local Board policies, and state, federal, and local laws.
    • Demonstrates the ability to multi-task, the ability to prioritize tasks and assignments, and the ability to delegate when appropriate.
    • Organize and place practicum students and interns in the school setting.
    • Coordinate professional growth and development programs for certified and classified employees.
    • Coordinate mentorship programs for employees throughout the school system.
    • Organize and attend teacher recruitment events including the screening of candidates.
    • Organize and attend recruitment events for classified employees including the screening of candidates.
    • Serve as the Title IX and EEOC compliance officer for the school district.
    • Assists in the professional evaluation of non-tenured teachers.
    • Performs other job-related duties as assigned by the Superintendent.

    Terms of Employment: 12 Month, 240 Days

    Evaluation: Performance will be evaluated in accordance with the Board’s policy on evaluation of personnel.
