Human Resources Supervisor administers human resources policies and programs and directs the human resources staff in managing and implementing programs that support employee productivity and company objectives. Provides day-to-day oversight of various human resources functions critical to the organization, including recruiting, employee/labor relations, health and safety, compensation, benefits, training, diversity, employee engagement, payroll, and employee records. Being a Human Resources Supervisor supervises and trains staff that provides operational and administrative support for recruiting, onboarding, and other hr functions and programs. Develops consistent and standard procedures to process employment, attendance, and other records and to ensure accuracy. Additionally, Human Resources Supervisor typically requires a bachelor's degree. Typically reports to a manager. The Human Resources Supervisor supervises a group of primarily para-professional level staffs. May also be a level above a supervisor within high volume administrative/ production environments. Makes day-to-day decisions within or for a group/small department. Has some authority for personnel actions.   • GENERAL PURPOSE
    To perform a variety of complex administrative, technical and professional work in directing and supervising the human resources systems of the organization (including civil service), including classification, compensation, benefits, recruitment, retaining, selection, risk management, safety, and training.

    SUPERVISION EXERCISED
    Exercises supervision of the employees in the Human Resources Department.CORE COMPETENCIES:
     
    Manages and supervises human resource department to achieve goals within available resources; plans and organizes workloads and staff assignments; trains, motivates and evaluates assigned staff; and reviews progress and directs changes as needed.
     
    Provides leadership and direction in the development of short- and long-range plans; gathers, interprets, and prepares data for studies, reports and recommendations; coordinates department activities with other departments and agencies, as needed.
     
    Oversees the risk management division for the City, which includes risk mitigation, safety, and liability, property and workers’ compensation insurance. 
     
    Provides professional advice to the city officials; makes presentations to councils, boards, and commissions.
     
    Communicates official plans, policies and procedures to staff.
     
    Assures that assigned areas of responsibility are performed within budget; performs cost control activities; monitors revenues and expenditures in assigned area to assure sound fiscal control; and assures effective and efficient use of budgeted funds, personnel, materials, facilities, and time.
     
    Determines work procedures, prepares work schedules, and expedites workflow; studies and standardizes procedures to improve efficiency and effectiveness of operations; issues written and oral instructions; and assigns duties and examines work for exactness, neatness, and conformance to policies and procedures.
     
    Maintains harmony among workers and resolves grievances; performs or assists subordinates in performing duties; and adjusts errors and complaints.
     
    Prepares a variety of studies, reports and related information for decision-making purposes.
     
    Prepares and administers budget of human resources department.
     
    Advises department managers of local, state, and Federal policy regarding equal employment opportunities, compensation, and employee benefits.
     
    Consults with legal counsel about employment activities and laws.
     
    Oversees the analysis, maintenance, and communication of required records.
     
    Attends staff meetings and briefings with department heads.
     
    Oversees civil service and civil service entry-level and promotional examinations.
     
    Affirmative Action Program Officer: responsible for ensuring meetings are held with various City departments, outside agencies and citizens; and responsible for tracking and disseminating information on Affirmative Action Plan, as well as training and development to ensure compliance with Federal, State, and local laws.
     
    Completes personnel – related surveys.
     
    Attends conferences and meetings.
     
    Serves as a member of various committees.
     
    Performs other duties as assigned. Education and Experience:
     
    1. Graduation from an accredited four-year college or university with degree in human resources, public administration, business management or a closely related field; Master’s degree, preferred; and
    2. Five (5) years of experience in human resources management, business management or related field; 
    3. Public sector experience, preferred.
     
    Knowledge, Skills and Abilities:
     
    1. Considerable knowledge of modern policies and practices of public personnel administration; thorough knowledge of employee classification, compensation and benefits, recruitment, selection, training, and labor relations; and working knowledge of risk management and safety practices; knowledge of State Civil Service System;
    2. Skill in preparing and administering municipal budgets; skill in planning, directing and administering personnel programs and systems; and skill in operating the listed tools and equipment;
    3. Ability to prepare and analyze comprehensive reports; 
    4. Ability to carry out assigned projects to completion; 
    5. Ability to communicate effectively verbally and in writing; 
    6. Ability to establish and maintain effective working relationships with employees, city officials, and the general  public; 
    7. Ability to efficiently and effectively administer a human resources system.
    8. Ability to maintain regular and punctual attendance. 
     
    Special Requirements:
     
    1. Must possess a valid driver's license or obtain one by date of hire.
    2. Completes National Incident Management System (NIMS) training within first year of employment.
    Tools and Equipment Used
     
    Personal computer, including word processing and spreadsheet software; telephone; copy machine; fax machine, and other occupation-related business equipment as needed.
