POSITION SUMMARY:

These general functions will be carried out in keeping with the Goals, Mission, and Policies of the YMCA of the East Bay. The Health Services Manager is responsible for planning and collaborating with leaders and staff in the Head Start/Early Head Start and California Department of Education (CDE)/California Department of Social Services programs to ensure the health and well-being of all enrolled children. The Health Services Manager performs and oversees ongoing monitoring, record-keeping, supervision of health staff, training, health education, family engagement, community partnerships and other service coordination.

Essential Functions

• Responsible for monitoring the health services area; ensure compliance with Head Start/Early Head Start Performance Standards and CDE/CDSS regulations.
• Assist in the development and implementation of Health Service Area Plans, Policies and Procedures, Family Handbook, and other foundational documents.
• Supervise Coordinators and Specialists within the health services department.
• Work in collaboration with the Nutrition Manager and team to ensure health follow up and medical accommodations are in place for children with individual nutritional needs. Track and ensure children with special health needs receive accommodations or services in a timely manner.
• Work in collaboration with the Inclusion and Mental Health Managers and teams to ensure comprehensive follow up, planning and referrals for children with complex needs.
• Manage and co-facilitate Health and Mental Health Services Advisory Committee meetings twice per year in collaboration with the Mental Health Manager.
• Provide staff training and development in the area of health services.
• Define, assess, and understand the health status of children, factors contributing to health promotion and disease prevention, and factors influencing the use of health services.
• Track communicable diseases, contagious illness, and health disparities program-wide, including ensuring Covid-19 and other required mitigation policies are in place and up to date.
• Ensure completion of Annual Program Information Report (PIR), Annual Immunization Assessment Report, and other required reports.
• Develop community partnerships to link children and families to needed personal health services and assure the provision of health care.
• Work in close collaboration with physicians and other health care providers to maintain and monitor all information related to dental, medical and immunization records for all children.
• Plan, coordinate, and support special events, training, medical/dental clinics and other applicable opportunities for children and families.
• Provide and/or coordinate the provision of sensory screenings, i.e. hearing and vision screenings, height and weight reports and blood pressure readings for children as required by the Head Start Program Performance Standards.
• Implement training, manuals and other resource material developed to assist staff to maintain consistent health and safety practices and procedures and orient all new ECI staff on HIPPA, health and safety standards related to health and nutrition.
• Coordinate with facilities team on emergency preparedness training and disaster prevention strategies
• Convene and participate in staff trainings and professional development trainings.
• Train and coordinate assignments for the program’s health volunteers.
• Other duties as assigned.

Qualifications

• Bachelor’s Degree (Masters’ Degree preferred) from an accredited college or university with major in one of the following disciplines: Public Health, Health and Safety, Health Education and Promotion or a related field
• Two years of experience working in a Head Start or other child development program serving low income children and families
• Two years progressively responsible professional experience which demonstrates supervisory and administrative responsibilities
• A high degree of cultural awareness and competency in cross-cultural practices with children and families
• Experience working with low-income communities
• Strong written and verbal communication skills
• Physical Exam, Negative TB Results, Vaccinations for Measles and Pertussis, Flu Vaccine optional
• Fingerprint clearance by the DOJ and CCL agencies
• Valid California Drivers’ License and use of a personal automobile including evidence of auto liability insurance coverage
• Bilingual in English and Spanish preferred
• Proficiency in Microsoft Word, Excel, PowerPoint, Outlook and other computer programs
