- IT auditing experience must have been gained in any one or combination of the following:
- An auditor with responsibility for the audits of system development life cycle, including the writing and presentation of findings reports of technical issues to a non-technical audience.
- An auditor with responsibility for the audits of physical and logical access controls, general IT controls, and application controls, including the writing and presentation of findings reports of technical issues to a non-technical audience.
- An auditor principally engaged in audits of IT project management, telecommunication networks, software, and business continuity preparedness.
- An information systems professional with responsibility for the analysis and evaluation of information systems, including platforms; network infrastructure; and operational practices.
- As a field auditor with federal, state, or municipal agency, with the responsibility for performing comprehensive IT audits to determine the compliance of individuals or businesses.
Education/Experience Substitution: an associate’s degree may substitute for up to two years of experience; a bachelor’s may substitute for up to four years of non-managerial experience; J.D. or master’s degree may substitute for one year of non-managerial experience; a Ph.D. may substitute for two years of non-managerial experience.
Duties DescriptionUnder the direction of the Chief Risk and Data Privacy Officer within the Chief Risk and Data Privacy Office, External Audit unit, the Information Systems Auditor 3 (ITS), SG-31, will serve as the Director of External Audit, ensuring that the agency complies with all external audits and regulators of ITS services and activities.
Duties include, but are not limited to:
- Manage multiple teams of agency primary contacts who are responsible for coordinating and supporting meetings, on-site reviews and technical support for external audits and assessments.
- Manage external audits through all phases (origination, initiation, execution and close out) by setting priorities and deadlines and ensuring they are met or timely revised as needed and agreed upon.
- Lead effective communication, outreach and cooperation among multi-agency efforts
- Understand and apply established frameworks to navigate complex technical and regulatory environments including NIST 800-53, IRS Pub 1075, PCI, and HIPAA.
- Collaborate with senior leadership and client agencies to harmonize organizational strategies with regulatory requirements.
- Lead the coordination of responses to audits and submit documents through established internal review processes.
- Keep Executive Management apprised of upcoming and in-progress engagements.
- Prepare periodic reports for Executive Management on open recommendations.
- Direct the development and maturation of policies, procedures, and guidelines for the unit to align with industry best practices and revise as appropriate.
- Provide guidance and oversight to subordinate staff and intervene and resolve problems as necessary.
- Identify staff training needs and provide and/or arrange for the resources required to meet those needs.
- Perform the full range of supervisory duties.
