EMERGENCY MANAGEMENT COORDINATOR/INSTRUCTOR I, OFFICE OF EMERGENCY SERVICES

  • The Disaster Services Branch (DSB) of the California Department of Social Services (CDSS) is seeking an Emergency Management Coordinator/Instructor I (EMC/I I) for the Training and Exercise unit. The CDSS coordinates and leads state resources, as required, to support local, regional, tribal, and non-governmental organizations in the performance of mass care, emergency assistance, and human services missions.

    The EMC/I I supports training for internal and external stakeholders. Internal stakeholders may include DSB and other partners within CDSS. Training needs for internal stakeholders include supporting the CDSS Learning Management System, coordinating with non-CDSS training providers, designing and monitoring DSB learning paths, and creating and updating training modules. External stakeholders include state, county, city, and non-governmental organizations. Training needs for external stakeholders include coordinating, creating, delivering, and/or improving mass care and shelter education.

    This role co-leads DSB exercises and participates in external exercises. Exercise complexity may range from seminar to tabletop to full-scale. DSB exercises may focus on the California Emergency Support Function 6 annex to the State Emergency Plan, cross-border agreements with neighboring states, or an emergency repatriation. External participation includes mass care and shelter focused roles in federal, state, or local partner exercises. It also includes creating exercise products (design, development, conduct, and evaluation templates) for partner use.

    This role also participates in the overall assessment and readiness of DSB, CDSS, and the State of California through products and processes like the Integrated Preparedness Plan, Stakeholder Preparedness Review, and Threat and Hazard Identification and Risk Assessment.

    The Training and Exercise unit (and this role) support the CDSS Department Operations Center (DOC). Support includes learning and mastering the Activu system for use during exercises, trainings, and actual events; co-leading efforts to update and improve the physical space; and ensuring the DOC is ready for activation and use on short or no notice.

    The desired outcome of this role's duties is that CDSS DSB is better prepared to ensure that Californians, including older adults, people with disabilities, and people with access and/or functional needs, receive mass care, emergency assistance, and human services needed because of an emergency or disaster.
