Position Summary:
Incumbent serves as the Santa Clara Pueblo (SCP), Transportation Planner and supports the Tribal Transportation Program which includes transportation planning activities, road construction, transit, transportation systems and other facilities and infrastructures within the community and outside of the reservation boundaries that impact SCP; The incumbent reports directly to the TTP Director.

Essential Duties and Responsibilities:
As SCP Transportation Planner, is responsible for planning activities as required by National Tribal Transportation Program legislation requirements 25 CFR 1 70 and most recent rule; and the FHWA Program Agreement;
Under the direct supervision and reports to the TTP Director
Responsible for the coordination, development and implementation of the SCP Long Range Transportation Plan (LRTP) and road inventory. with periodic updates using the BIA RIFDIS system;
Responsible for the planning and development of the SCP Transportation Improvement Plan work directly with the F HWA and related agencies that is financially constrained as required by MAP-21 or most recent legislation funding;
Responsible for developing Safety Plan and implementation of plan; working with SCP departments, the community and other organizations:
Works with local, regional planning organizations to coordinate, plan and implement SCP transportation projects and activities; including NNMRPO, RTD A s, NMDOT, local governments;
Independently develop a transportation plan to implement SCP transportation planning components and transit opportunities;
Attends, participates as SCP representative on local, state and regional transportation planning organizations and committees to maintain information and opportunities to support SCP transportation planning and transportation projects;
Attends and participates in community. local, state and regional planning activities that impact SCP transportation. housing, facilities and infrastructure as it relates to the TTP, Supports the TTP Road Construction Program including planning, understanding implication of design features, and construction projects:
Supports, updates and maintains files on SCP transportation planning documents, technical reports and documents for all transportation projects; both hard copy and e-files;
Supports and maintains contractual agreements- sub-contracts, and other agreements for planning and construction projects and other financial expenditures:
Supports and maintains the Transportation Planning program budget. the TTP program budgets, by developing. tracking and maintaining accounting forms for records of program income and expenses. cuff accounts, and reporting to SCP accounting. F H WA, BIA and other required entities;
Maintaining accurate program and financial management records. and keeps cuff accounts of all budgets;
Prepares and submits a monthly report on the progress and issue on current and proposed transportation planning project to the TTP Director:
Reviews reports and pending work activity to ensure the timely completion of projects with the budget.
Determines basic actions required to provide customer service. as needed
Reviews reports with other employees of the Program to ensure that all are complete and filed on a timely basis.
Assists and supports other SCP Department as needed. pertaining to transportation planning road maintenance. road construction and other projects as required:
Attends and supports the TTP at meetings. workshops. conferences. pre-bid and bid opening:
Maintains an accurate file on all survey data. ROW and easements collected for transportation planning and road construction projects-q
Supports the TTP program for all road construction and force account construction projects. Assists in administering projects running concurrently under contract or force account construction programs.
Assist in assuring compliance with all federal. tribal. and state labor. safety and worker's compensation law: Davis Bacon requirements:
Knowledge, Skills and Abilities:
Should have a degree in Planning and/or five years of transportation planning experience; Must have good technical writing skills to compile the necessary transportation planning. road Inventories and information. update planning reports and writing proposals, as needed. Must have working knowledge of transportation planning and construction program requirements:
Must have working knowledge of Santa Clara Pueblo's program and procurement guidelines, management, including administrative. finance. budgeting. personnel, procurement, contractual procedures. and safety.
Must have excellent computer software. and hardware skills: with knowledge of accounting software and forms; excel, and other office software;
Must establish and maintain effective working relationships with the Governor, Tribal Council. NIMDOT. FHWA, BIA. employees and the public.
Minimum Qualifications:
2 year planning degree or at least 5 years of comparable knowledge in Transportation Planning field. and at least five years of work experience: Must have a New Mexico Drivers License and be insurable.
