Charlottesville Redevelopment & Housing Authority (CRHA) is a leading agency in the Charlottesville affordable housing industry and is currently seeking a Housing Choice Voucher (HCV) Specialist.

The primary purpose of this position is to coordinate the eligibility and recertification process, maintain regular contact with clients and to monitor and assist clients’ ability to sustain permanent housing. The role supports the Housing Choice Voucher (HCV) program in the processing of annual reexaminations and re-certifications for housing assistance across various special programs.

The HCV Specialist reports to the HCV Program Manager.

Duties and Responsibilities:

• Receives and processes housing program applications for initial assistance and re-certifications.
• Interviews and screens participants for certifications and re-certifications; explains housing program obligations; verifies the information provided on examination and reexamination or recertification forms; and determines continued eligibility of participants.
• Determines eligibility for program applicants and participants.
• Maintains responsibility for the management and coordination with partner agencies and participants ensuring compliance with all applicable program regulations and requirements.
• Calculates Housing Assistance Payment (HAP) amounts, tenant rents and utility reimbursements.
• Conducts briefing sessions and counsels’ participants on family obligations.
• Negotiates repayment agreements for approval by the HCV Program Manager.
• Issues Housing Choice Vouchers to families requesting to move, to exercise portability options, or who require a smaller or larger unit.
• Issues and supports various special purpose vouchers including Mainstream, EHV, FYI, etc.; conducts outreach to individuals for participation in special programs, which includes presenting at information sessions and briefings.
• Initiates termination of assistance of families for non-compliance, non-performance, or other grounds in conformance with established CRHA policy and procedures.
• Pulls files and schedules appointments for reexaminations; makes revisions, calculates rent adjustments, and notifies participants and landlords in writing of changes.
• Performs clerical duties such as answering telephone, general typing, filing, and mailing correspondence.
• May be assigned any one of the previous duties above in connection with special programs.

Education/Experience:

Associate degree in Business or related field and two (2) years of eligibility and public agency experience; housing experience is strongly preferred.

Strong computer skills (MS Word, Excel, and Outlook); must have the ability to learn other computer software programs as required by assigned tasks. Experience using Yardi software.

HCV Specialist Certification is preferred. Must be willing to obtain HCV Specialist Certification within twelve (12) months of employment.

Pay: $17.00 - $20.00 per hour

Expected hours: 40 per week.
