Description
Olympic Health and Recovery Services (OHRS) is seeking a Crisis Services Manager to oversee and supervise clinical operations and staffing of OHRS Crisis Services programs. Our 24/7 Crisis Services team provides the full spectrum of the crisis continuum, including: Involuntary Treatment Assessment (ITA) services, Mobile Rapid Response, Law-Enforcement Co-Responder services, and the Regional Crisis Line for Thurston and Mason counties. This position provides leadership for the development and delivery of direct behavioral health services essential to the Thurston- Mason communities, as directed by the OHRS governing board. The Crisis Services Manager ensures operational compliance with clinical, quality, and contract performance requirements. The Crisis Services Manager develops action plans, participates in regional provider meetings, and works in coordination with the OHRS Administrator in the development and administration of Crisis Services in our regional service area.
The ideal candidate for the Crisis Services Manager has strong clinical skills and in-depth knowledge of behavioral health crisis services. Previous experience as a Designated Mental Health Professional (DMHP) / Designated Crisis Responder (DCR) is preferred. The ideal candidate has strong leadership skills as well as a proven record of building teams, managing through change, and providing a supportive and inclusive environment.

Salary Range: $108,217 - $132,055 per year DOE. This position is exempt, not overtime eligible.
Up to $5000 Sign On Bonus may be eligible for newly hired employees, depending on experience.
Primary Responsibilities
- Provides day-to-day leadership and supervision of the Crisis Services team to carry out its mission, vision, and core values.
- Oversees the delivery of high-quality clinical services, which include, but not limited to crisis services and involuntary treatment assessments, mobile crisis response, co-response programs, and regional crisis hotline.
- Oversees the implementation of clinical guidelines designed to provide outcomes-driven treatment and recovery services matching consumers to appropriate types and levels of care. Ensures services are sufficient in amount, duration, and scope for which the services are intended. Monitors for meeting the program requirements, including the components of the evidence-based practice.
- May provide guidance and support to the OHRS Governing Board, the TMBH-ASO Behavioral Health Advisory Board, and reports regularly on activities and results to the Executive Leadership Team.
- Establishes and maintains good communication and an effective working relationship with other behavioral health agencies, community system-of-care partners and local law enforcement agencies.
- Establishes mechanisms to monitor for accurate and complete clinical documentation. Ensures required data is collected and submitted through Electronic Health Records information system.
- Sets organizational goals and tasks that promote effective and efficient operations of the Crisis Team; plans and implements tasks and activities consistent with OHRS Administrator direction and desired outcomes.
- Develops relevant policies and procedures and reviews them annually for adherence to current regulations, law, and ensures services are quality and are supportive of whole-person centered care.
- Analyzes relevant data for significant trends, and stays current on best practices for behavioral health services and related health and social services as they affect Crisis Services operations.
- Regular reporting and presentations as assigned to community, advisory boards, governing board and elected officials.
- Performs other duties and projects as assigned by the OHRS Administrator.
Qualifications
Experience and Education
- Master’s degree in clinical, human services, or closely related field.
- Clinical Experience must include at least (5) years supervisory experience in a behavioral health, healthcare, social services or related field in either public/non-profit or private organizations.
- Clinical Experience must also include providing direct care within a crisis services environment, preferably as a Designated Mental Health Professional/Designated Crisis Responder.
- Possess and maintain licensure with the WA Department of Health as a Licensed Mental Health Counselor, Licensed Marriage & Family Therapist, or Licensed Individual Social Worker.
- If applying from out of state, most state licenses for mental health counseling offer an equivalent scope of practice to apply for a Washington license. Information on WA DOH reciprocity programs can be found HERE
- Substance Use Disorder Professional Certification preferred.
- Proficient in Microsoft Office Suite, to include Outlook and Excel.
- Proficient in Electronic Health Record systems and applications commonly used or applied in this field/trade/position, and supportive equipment.
- Possess and maintain a valid driver’s license. Pass and maintain a clear background record as required for healthcare organizations under state and federal contracts.
- Possess documentation of 15 hours of training in clinical supervision.

- Ability to write clear and concise proposals, reports and correspondence.
- Experience working with contracted providers and coordination with varied agency partners, including contract monitoring and analyzing and addressing quality issues.
- Ability to maintain data integrity and reporting including performing data entry, tracking, retrieval, compilation, qualitative/quantitative analysis and preparing reports.
- Ability to work collaboratively as part of a team and respectfully manage differences, opposing perspectives, opinions, and interests.
- Ability to apply organizational efficiency, and proficiency in prioritizing work assignments.
- Ability to remain flexible and adaptable to change.
- Experience working with contracted providers in supported employment, is preferred.
- Strong critical thinking skills, ability to conceptualize and implement creative solutions.
- Knowledge of local, state and federal government policy, regulations and decision-making process.
- Knowledge of substance use disorder treatment services.
Working Conditions
- Primarily works in an office environment with travel to meetings and local community locations.
- Service responsibilities require on-call availability at certain times, including availability to authorize relevant services during normal business hours and after hours/weekends/holidays as needed.
- Minimal physical exertion is required. May be required to lift or move boxes/equipment weighing up to 25 lbs. May be required to sit or stand at a desk for extended periods of time.
