Nursing Director administers the nursing program in a hospital, nursing home, or other medical facility to maintain standards of patient care. Advises medical staff, department heads, and administrators in matters related to nursing service. Being a Nursing Director recommends establishment or revision of policies and develops organizational structure and standards of performance. Interprets policies and objectives of nursing service to staff and community groups. Additionally, Nursing Director requires an advanced degree of nursing. Typically reports to top management. Requires RN license. The Nursing Director typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. To be a Nursing Director typically requires 3+ years of managerial experience. Capable of resolving escalated issues arising from operations and requiring coordination with other departments.     NATURE OF WORK 
    Under general direction of the Chief Health Services Officer (CHSO), performs professional administrative services of considerable difficulty in planning, organizing, implementing and supervising public health nursing activities and services.
    (Illustrative Only) Plans, organizes, coordinates, develops, implements, supervises and evaluates the Nursing division operations and programs; interprets, communicates and enforces public health policies, and procedures; assesses health needs of the community; evaluates and analyzes public health issues, and recommends and implements solutions; oversees nursing grant programs, and maintains financial and resource information on grant activity; prepares, develops, approves, and monitors the nursing division budget(s); reviews work for conformance with legal requirements and division goals; determines and recommends personnel and equipment needs; provides leadership, direction, guidance to nursing division staff through appropriate delegation, evaluation and work supervision; responds to public health emergencies as directed; works closely with professional organizations to facilitate community awareness of public health nursing; promotes and maintains a productive work environment, effective communication, sound decision making and provides quality customer service; develops County strategic plans and goals for the division on an annual basis, and assists in developing the Health District's overall strategic plan; researches, forecasts and plans for future capabilities for Public Health nursing and employee health programs; initiates, prepares, negotiates and administers state and federal grants; with Nursing Supervisors to ensure compliance with the contractual requirements, regulations and standards; participates in contracts negotiations for equipment, services and materials and monitors contractual performance and compliance; maintains awareness of current issues in the public health nursing field; ensures professional nursing, public health and case management principles and practice are applied to communicable disease investigations and other public health nursing programs; serves as CHSO designee in CHSO 's absence; regular and reliable attendance is required; performs other duties as assigned.
    Bachelors Degree in Nursing; AND five to six (5-6) years of experience as a Registered Nurse, including two to three (2-3) years in public health preferred; OR an equivalent combination of education and experience; must possess a valid unrestricted license as a Registered Nurse issued by the Arizona State Board of Nursing; a valid Arizona driver's license; requires successful completion of a background check.

    Hourly rate for this position has been revised effective 3/4/24. 
    Knowledge of: County policies and procedures; professional nursing management theory, principles and practices; public health nursing principles and practices; grant application and administration process and procedures; community resources and public health programs for appropriate referrals; methods, procedures and techniques for evaluating technical compliance; principles and methods of budget preparation and expenditure control; grant writing and grant program management principles and techniques; epidemiological principles.

    Skill in: Effectively managing staff, delegating tasks and authority, and training personnel. Skill in assessing and prioritizing multiple tasks, projects and demands; developing and implementing procedures for cost effective management of allocated resources; analyzing issues and preparing recommendations based on findings; preparing reports and checking details, plans, and specifications of programs and projects; establishing effective working relationship with other agencies and the public; communicating effectively verbally and in writing; using computers and advanced level software applications; the use of medical instruments and laboratory equipment; clinical service practices; physical health assessments; applying public health nursing principles; responding appropriately to emergency situations; developing and implementing written policies and procedures for the Nursing Division.

    Ability to: Research and write detailed reports; read, to write and synthesize data and reports; use modern office equipment and computers; assigning and leading the work of others; communicate effectively verbally and written; planning and organizing work; perform the essential functions of the job specifications with or without a reasonable accommodation.

    Work Environment: The usual and customary methods of performing the job's functions require the following physical demands: occasional lifting, carrying, pushing, and/or pulling; some stooping, kneeling, crouching, and/or crawling; and significant fine finger dexterity; generally the job requires 30% sitting, 40% walking and 30% standing; working at a computer monitor for extended periods required; the job is performed under varying extreme weather conditions and may be exposed to hazardous materials.
