Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure.     THE ROLE

    In partnership with the Executive Medical Director, the Director is accountable for leadership, direction and implementation of the Outpatient Oncology Services for Providence Saint John's, including development and implementation of a strategic plan in collaboration with aligned and independent stakeholders in primary and secondary services areas. Directs and is responsible for the clinical and operational components of the Saint John's Cancer Center, Margie Petersen Breast Center and Outpatient Infusion Center and oversight of the ACoS CoC accredited comprehensive Cancer Program. Will provide administrative oversight and expertise across the Oncology Service Line. Understands and supports Shared Governance and the effective engagement of nursing and other inter-professionals in shared decision-making. The position reports directly to the Executive Director of Cancer Clinical Institutes.

    ESSENTIAL FUNCTIONS

    • In collaboration with the Executive Director Cancer Institutes, Divisional, Ministry and physician leadership and other key stakeholders, develop and successfully implement an Oncology Services/Clinical Programs Strategic Plan including ministry and market-specific growth plans, capital planning and resource allocation across the continuum.

    • Collaborate with clinical operations to assure the effective and efficient delivery of services including patient satisfaction, physician satisfaction, quality, workforce planning, and standardization.

    • Under the direction of the Executive Director of Cancer Institutes, develops standards of performance, evaluates performance/professional practice, and initiates or makes recommendations for coaching and development and personnel actions.

    • Working knowledge of healthcare reimbursement principles, health care reform, new healthcare reimbursement and financing models, information systems, cost management, quality management, culture of excellence and change management. Strong understanding of clinical operations revenue cycle management and optimization.

    • Acts as the primary coordinator of the cancer program, activities and projects within the hospital and infusion center. The director works alongside other health care professionals to provide treatment and a comfortable environment for patients suffering from various forms of cancer.

    • Develops program goals and objectives with staff and physicians. Ensures evidence-based policies are written and implemented for excellence in patient care and effectiveness of operations

    • Collaborates with the divisional/regional clinical program group (CPG/DPG) coordinators to align program development with regional and system strategic goals related to service line development

    • Maintains and improves upon organization performance, patient/customer safety, environmental, and infection control standards

    • In collaboration with physician and clinical leadership, is responsible for developing and coordinating comprehensive and integrated disease site specific oncology program pathways, processes and quality metrics

    • Understands and actively supports the Shared Governance system. Effectively engages nursing and other inter-professionals in shared decision-making and goals that support the nursing and inter-professional strategic plan

    • Oversees navigation and patient experience leaders in creating comprehensive cancer program processes.

    • Develops budget for areas of responsibility and works with the Executive Director Cancer Institutes to ensure that processes are established to remain at or under budget. Determines with the assistance of nurse managers and assistant nurse managers, the need for capital by identifying and prioritizing equipment based upon safety and/or regulatory requirements, as well as, changes in effective practice

    • Determines metrics for areas of responsibility to assure that patient care and regulatory requirements are being met at all times. Prepares periodic reports for appropriate executive leadership, as required.

    • Ensures compliance with the CoC (Commission on Cancer) standards to meet requirements for Comprehensive Cancer Program accreditation every two years

    • Consults with and advises the executive leadership team of problems related to the operation of areas of responsibility and implements changes related to process or policy to carry out objectives more effectively.

    • Develops, evaluates, and monitors new or existing programs based on financial, regulatory, marketing, human resource, ethics, and community needs.

    • Work closely with the Marketing/Public Relations Department to ensure effective marketing plans are established to support strategic initiatives and business objectives.

    • Partners with community outreach coordinators to promote the Cancer Program in the local community and develop screening programs and services in part based on a community needs assessment.

    • Development and oversight of screening programs (genetics, lung cancer screening)

    • Participates/identifies strategic issues impacting the organization and the operating implications and presents a well-defined approach to improve areas of responsibility.

    • Serves as a coach and mentor to the nurse managers and clinic operations managers. Assures there is staff engagement and accountability at every level of responsibility.

    • Provides and maintains effective communication with medical staff, the community, and all levels of supervision and staff.

    • Partner with physician director of palliative care services. Collaboratively establish palliative care development goals for the Cancer Program

    • Perform yearly evaluation of Medical Directors for the Cancer Program, both inpatient and outpatient services. Establish performance goals for the Medical Directors, validate and approve monthly physician time logs for contracted services to the Cancer program.

    • Ensures the departments/areas comply with regulatory requirements as well as Providence Health & Services initiatives.

    • Identifies patient/client needs and develops quality programs to meet those needs. Ensures delivery of quality services for patients and all customers.

    • Analyzes and evaluates clinical services to improve quality of patient care and effective and efficient use of staff time.

    • Develops and determines priorities and monitors status of special projects on an ongoing basis.

    • Maintains professional growth and development through seminars, workshops, and professional affiliations to keep abreast of latest trends in field of expertise.

    • Participates in hospital/medical staff committee meetings as required. Attends and serves on professional/civic service organizations as a representative, and conducts/attends departmental meetings.

    • Performs other duties as assigned or requested.

    IDEAL QUALIFICATIONS

    • Bachelor's Degree in Business, hospital administration, public health, nursing, or health related field; or equivalent educ/experience

    • Master's Degree in Health care, business, organizational leadership or related field (preferred)

    • Must have a minimum of 4 years of work experience in health care field

    • 5 years of progressive Management experience in healthcare

    • 5 years of experience leading teams and project management

    • Demonstrated experience and success developing and implementing innovative clinical program growth strategies, physician and payer alignment, and consumer engagement models in a highly competitive and complex market environment

    • Experience building clinical programs across the continuum of care, including ambulatory, acute and post-acute care, medical group, home and community-based sites

    • A team player with strong interpersonal and communication skills; track record of developing collaborative and effective working relationships with physicians, clinicians, management, colleagues and peers; ability to motivate, lead and influence others to implement key strategies

    • Knowledge and understanding of emerging health care, market and technology trends, including forces influencing the growth, utilization and delivery of cancer services.

    • Leadership skills including ability to prioritize and organize work; flexibility and agility to process information and adapt quickly to a changing healthcare environment; create goals and accountability; lead projects from concept to implementation in a timely manner; and achieve results

    • Demonstrated experience creating a culture of excellence, including quality and service improvement

    • Strong customer focus with physicians, management, colleagues, internal and external stakeholders

    • Financial management skills including healthcare budgeting and financing, pricing, revenue optimization, reimbursement and payment models, and cost management

    • Team training and facilitated leadership skills

    • Able to synthesize diverse information into meaningful data for the multidisciplinary team

    • Assure appropriate follow-through with legal, ethical, risk management, and safety issues involving patient care delivery

    • Familiarity with business intelligence tools including benchmarking best practices, data tracking and monitoring outcomes; experience developing and implementing balanced scorecards. Understands the importance of data quality, transparency and privacy concerns

    • Skills in change management, Six Sigma, Lean and/or other continuous performance improvement techniques

    • Understand and be comfortable in a complex matrix structured organization

    • Strong professional ethics including a commitment to advance Saint John’s/Providence’s Mission, Vision and Core Values

    • Must possess strong self-motivational skills and be able to function independently without direct supervision while involving and requesting assistance from various leaders as appropriate

    • Strong strategic planning, business development, physician relations, project management and business skills. Strong communications, interpersonal relations and team building skills are a requirement for internal and external purposes.
