  • The Operational Risk Officer is a strategic professional who stays abreast of developments within own field and contributes to directional strategy by considering their application in own job and the business. Recognized technical authority for an area within the business. Requires basic commercial awareness. There are typically multiple people within the business that provide the same level of subject matter expertise. Developed communication and diplomacy skills are required in order to guide, influence and convince others, in particular colleagues in other areas and occasional external customers. Significant impact on the area through complex deliverables. Provides advice and counsel related to the technology or operations of the business. Work impacts an entire area, which eventually affects the overall performance and effectiveness of the sub-function/job family.

    Responsibilities:

    • Establishes and oversees the application of operational risk policies, technology and tools, and governance processes to create lasting solutions for minimizing losses from failed internal processes, inadequate controls, and emerging risks.
    • Independently assess’ risks and drive actions to address the root causes that persistently lead to operational risk losses by challenging both historical and proposed practices.
    • Serves as a subject matter expert for Issues Management (KPI/KRI/Corrective Action Plans).
    • Develops and maintains relationships across the business users and Lines of Defense to better understand and deliver customer requirements by responding to changes in the internal and external business environment.
    • Has the ability to operate with a limited level of direct supervision.
    • Can exercise independence of judgement and autonomy.
    • Acts as SME to the First Line of Defense on booking controls.
    • Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency.
    • Provides oversight of Markets Operations and participate in deep dive reviews including:
      • Engagement with first line Markets project teams for T0 and Preventative controls to understand end to end workflow of booking controls in place by product and trading platforms.
      • Provides oversight of Post Trade processes and governance in Markets Operations
      • Participate in substantive assurance reviews and testing on the design of controls for T0 and Preventative booking controls.
      • Leverage expertise from ORM SME teams including but not limited to Processing Risk and Fraud to assist with assessing booking control processes, and the generation of MI highlighting themes/trends.
      • Co-ordinate with cluster teams to review the embeddedness of governance and controls to demonstrate adherence to regulatory requirements.
      • Evolve ORM oversight and embeddedness and partnerships with booking controls and ensure controls and standards are appropriately captured in MCA.

    Qualifications:

    • 5 -10 years’ experience navigating and networking across an enterprise utilizing internal and external resources; ideally in sales and trading operations role.
    • Understanding of end to end trade life cycles from booking to settlement gained at a financial institution or brokerage.
    • Knowledge of booking controls, PPL / Trader Mandates and KYC is desirable but not a necessity.
    • Understand components of an operational risk management framework.
    • Ability to network across stakeholders and partner with first line and second line stakeholders to meet deliverables.
    • Previous experience providing high level summary of issues, prepare presentations and provide updates to leaders in ORM.
    • Confident to question and challenge the first line on areas of concern and tenacious in follow ups.
    • Organized, methodical with a team player mentality to meet ORM objectives and add value.
    • Previous experience performing the testing of controls design and effectiveness is desirable but not a necessity.
    • Advance Microsoft Excel, PowerPoint, and Word skills.
