    The selected candidate for this position must be passionate about DEI, as well as have experience and the ability to support the organization with understanding, identifying, and implementing impactful positive change. They must possess in-depth knowledge and demonstrate experience in developing and coordinating diversity/equity/inclusion initiatives for large organizations; conducting quantitative and qualitative gap analyses across departments and programs with the objective of implementing evidenced based strategies to address those gaps identified; must have familiarity or experience with succession planning across diverse job families, training development and facilitation experience and familiarity with learning management systems, and exceptional research, communication and writing skills. The desired candidate will have experience in instructional design, facilitation, and change and culture efforts. The successful candidate will report to the Corporate HR Manager of Learning and Organizational Development. Paramount to this candidate’s success is the ability to work with and influence stakeholders and high-level officials with innovative ideas and programs in a collaborative manner.

    Examples of Important Duties

    • Advise Department Heads, Deputies and key stakeholders on creative approaches to developing and implementing evidence-based diversity, equity, and inclusion programs, and quantitatively measure their effectiveness.
    • Serve as a “Thought Leader” to drive DEI thinking forward by working collaboratively with multiple stakeholders in departments throughout the Commission and working in tandem with the Corporate Human Resources Director and Corporate Learning and Organizational Development Manager to stimulate a cultural shift in Commission attitudes, policies, work programs and processes.
    • Work in close partnership with the Diversity Council, various departments’ Human Resource staff, Corporate Human Resources Staff, and others in support of MNCPPC’s overall DEI efforts. Provide guidance, consultation and assistance to departments on their DEI initiatives.
    • Review current practices and policies while assessing and analyzing the extent to which they support M-NCPPC’s organizational goals; identifying and raising pertinent issues and summarizing findings and presenting results.
    • Conduct surveys, focus groups, interviews and document reviews to understand workplace DEI perceptions and actual practice including human resources/hiring and retention practices; Intently engage with employees to create effective feedback around DEI efforts.
    • Identify gaps across the organization and develop tools and resources to help increase cultural competence, equity and opportunity throughout the organization. Research and recommend creative strategies to foster the departments’ objectives with timely implementation.
    • Research and develop metrics and evaluation processes to assess the effectiveness of agency initiatives. Gather, analyze and translate data to uncover insights that drive decisions and effectuate change, and measure impact.
    • Utilize MNCPPC and external benchmark data and best practices to develop new innovative learning programs that drive DEI awareness, understanding and action.
    • Develop and/or conduct training programs for managers, senior leadership and staff to raise awareness. Develop and/or acquire relevant content for Learning Management System for implementation across all departments in M-NCPPC.
    • Participate and assist in succession planning activities to ensure M-NCPPC has a diverse, well-prepared steady pipeline of potential candidates to fill vacancies.
    • Prepare complex quantitative and qualitative analytical reports and provide oral presentations and briefings at Executive Committee, Department Head, and Division Chief meetings.
    • Engage and lead organizational development activities.
    The ideal candidate will possess the following technical competencies/skills/ abilities:
    • Ability to work collaboratively with others, as a member of a team, as well as work independently to accomplish work objectives; and exhibit judgment in providing advice, guidance, and counsel to leadership without alienating those assisted.
    • Be a quick learner with the ability to maneuver successfully in a large, complex federated environment, serving two (2) Counties with multiple departments and priorities.
    • Proven experience analyzing, developing and implementing evidenced based Diversity, Equity and Inclusion initiatives for large organizations.
    • Effective problem-solving skills and comfort conducting quantitative analyses and measuring impact of DEI and other applicable initiatives.
    • Ability to quickly research, assess and create DEI initiatives based on evidence obtained through gap analyses identified by the incumbent and develop a strategic plan for implementation based on the organizational critical needs and priorities as identified.
    • Proven project management skills including development of project timetables and timely execution of work.
    • Excellent verbal communication including public presentations to all levels of management and employees.
    • Clear and logical business writing with attention to detail and business process analysis.
    • Have a comfort with navigating situations of conflict and facilitating difficult conversations.
    • Ability to speak Spanish desired.

    Minimum Qualifications

    1. Bachelor's degree in human resources management or related field, and six years of experience performing HR work in assigned program(s); or

    2. An equivalent combination of education and experience.

    3. Certifications in area of expertise are desired (i.e., Certified Compensation Professional (CCP), Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR), Certified Employee Benefits Specialist (CEBS)).

    Supplemental Information

    Preferred Qualifications:


    • SHRM CP or SCP;
    • Certified Diversity Professional (CDP);
    • Prosci change management (or similar) certification;
    • Completion of a DEI certificate program from an accredited college, university or professional human resources organization
