Payroll Administrator is responsible for the accurate preparation, documentation, distribution and reconciliation of payroll and the administration of the payroll system. Reviews the computation of pay and associated deductions for accuracy. Being a Payroll Administrator maintains up-to-date knowledge of city, state, provincial, local, and federal legislation affecting payroll; understands and follows applicable provisions. Prepares required tax filings and other reporting. Additionally, Payroll Administrator may coordinate payroll processing with an outside service provider. Responds to and resolves any inquiries regarding paychecks or payroll reporting. Ensures payroll issues are escalated and resolved promptly. May require an associate degree or equivalent. Typically reports to a manager or head of a unit/department. The Payroll Administrator work is closely managed. Works on projects/matters of limited complexity in a support role.     JOB SUMMARY:

    The Payroll Administrator oversees payroll in compliance with all state and federal regulations. This function is vital to ensuring a smooth and accurate payment process for our valued employees. This role has responsibilities including reviewing payroll data and documents for inefficiencies and errors, validating that all amounts are accurate based on hours worked and ensuring payments are made on time. We are looking for someone who has strong analytical skills, meticulous attention to detail (catching numerical and coding errors), and the ability to build useful and accurate reporting, employee guidance, and process documentation to help track our objectives and key results and define other metrics.


    ESSENTIAL FUNCTIONS/DUTIES:

    • Process biweekly payroll for up to 1,000 employees, off cycles payroll; review and ensure accuracy of approved timesheets.
    • Review all necessary forms for tax withholding, benefit deductions, and garnishment compliance
    • Prepare and process pay record adjustments for workers’ compensation payments and/or SDI payments, including but not limited to the calculation and issuance of tax refunds where necessary
    • Analyze compensation-related data including wages, commissions, bonuses, and stock transactions
    • Responsible for month, quarter, and year-end reporting processes
    • Perform audits, prepare compliance reporting, assist in tax-filing review and other reconciliation and reporting
    • Oversee payroll ACH transactions (e.g. via e-banking)
    • Conduct regular audits on payroll policies and procedures including but not limited to record-keeping
    • Track and reconcile payroll liabilities, including but not limited to benefit premium costs (employee and employer), voluntary deductions, etc.
    • Design and implement procedures to streamline and document the payroll processes
    • Manage payment calendars for the fiscal and calendar years
    • Report to management on payroll issues, risks, opportunities, and changes
    • Answer employees’ questions about salaries and tax
    • Stay up to date on state and federal payroll and tax laws
    • Assess company's HR information needs and plan for changes in HR systems to meet these needs
    • Serve as a liaison with third parties and other stakeholders (e.g. payroll, IT, HR, ADP support services) to ensure that they are fully supported by and efficiently using HR systems
    • Record and process employee information including annual leave, salaries, and working hours
    • Collect necessary data to support audits and compliance efforts where necessary, such as EEO-1 reporting, internal, accounting, and vendor audits
    • Proactively identify and initiate improvement opportunities around system, process, data and user experience, and recommend options to leaders with justification, impacts and data for the approach


    QUALIFICATIONS:

    Minimum Qualifications:

    • 3-5 Years - Experience as a payroll professional (CPP certification preferred)
    • Experience may include a combination of work experience and education.

    Preferred Qualifications:

    • 5 Years - Experience working in HR functional systems for Payroll, Benefits, Recruiting, etc.
    • Experience may include a combination of work experience and education.

    • Proven ability to multitask and manage multiple competing priorities
    • Ability to manage confidential data and maintain data integrity in our HRIS
