Additionally, Police Lieutenant coordinates in-service training, staff performance evaluation and development. Requires a bachelor's degree in criminal justice or closely related field. Typically reports to a chief of police or police captain. The Police Lieutenant typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget.     GENERAL PURPOSE

    This position performs administrative and professional work in assisting the Chief of Police with all phases relating to managing patrol and investigative services operations.

    SUPERVISION RECEIVED

    This employee will work under the direct supervision of the Chief of Police.

    SUPERVISION RECEIVED/GIVEN:

    Directly supervises Sergeants and in the absence of a Sergeant, over all subordinate officers to include those responsible for investigative operations. During the absence of the Deputy Chief of Police--Operations will exercise direct supervision over the Animal Shelter Supervisor and Animal Control Officers (Field Operations) and general supervision over shelter support staff, and also fulfill other duties and responsibilities customarily assigned to the Deputy Chief of Police—Operations.

    ESSENTIAL DUTIES AND RESPONSIBILITIES:

    · As directed by the Chief of Police, or in the absence of both the Chief of Police and the Deputy Chief—Operations, will assume duties of Chief of Police.

    • As necessary, assists in the planning, organizing, assigning, coordination and inspection of the Police Department activities.

    · Inspects the department to determine efficiency of operation, adherence to orders, policies and regulations.

    • Plans, organizes, leads, and controls all aspects relating to patrol and investigative services operations.
    • As tasked by the Chief of Police will assist in planning, organizing, leading, and controlling the department’s Community-Oriented Policing (Community Based Policing) effort.

    · In the absence of the Deputy Chief of Police--Operations, or as directed by the Chief of Police, will conduct oversight of Animal Shelter and Animal Control—Field Operations.

    · In the absence of the Deputy Chief of Police--Operations may be tasked by the Chief of Police to assist with budgetary, emergency management, and New Mexico Law Enforcement Accreditation

    · Interprets departmental rules, regulations and policies to employees.

    · Maintains unity of command and coordinates efforts of all personnel within the scope of responsibilities contained herein.

    · Carries out duties in conformance with Federal, State, County, and City laws and ordinances.

    MINIMUM QUALIFICATIONS:

    Education and Experience:

    • High School diploma or G.E.D. equivalent.
    • Training in police science and administration.
    • Minimum of two (2) years as a Sergeant.

    Knowledge, Skills and Abilities

    · Thorough knowledge of modem law enforcement approved principles, practices, procedures, techniques, and equipment.

    · Thorough knowledge of applicable federal, state and local laws and ordinances, department rules and regulations.

    · Extensive knowledge of City's geography.

    · Considerable skill in the application of advanced police methods and techniques

    · Ability to plan, organize, assign, supervise, and inspect personnel of the department.

    · Ability to perform work requiring good physical condition.

    · Ability to communicate effectively orally and in writing; ability to follow and give verbal and written instructions; and ability to establish and maintain effective working relationships with employees, the public and other agencies.

    · Ability to exercise sound judgment in evaluating situations and in making decisions.

    · Ability to properly utilize all tools and equipment necessary to perform the above listed duties and responsibilities.

    · Must possess emotional and mental stability

    Requirements/Certifications/Licenses:

    • Must possess a valid New Mexico Driver's License without record of suspension or revocation in any state
    • Ability to meet Department's physical standards and New Mexico Law Enforcement Academy certification;
    • Must successfully pass the pre-employment drug and alcohol testing and the post ffer employment medical examination.

    PERIPHERAL DUTIES

    · May be required to maintain liaison with community groups.

    · Performs the duties of subordinate personnel as needed.

    · Determines how to deploy personnel during emergency responses.

    TOOLS AND EQUIPMENT USED

    Police car, police radio, radar gun, handgun, and other weapons as required, side handle baton, handcuffs, breathalyzer, pager, moving/stationary radar, measuring tapes (roller meter/steel), fire extinguisher, body microphone, VCR, camcorder, television, tape recorders, cameras, first-aid equipment, vests (bullet proof & safety), fingerprint collection kit, evidence collection bags, flashlights, binoculars, and personal computer including word processing software.
