The Director of Purchasing and Contracts Management must have proven leadership skills in administering key functions including policies and procedures and systems alignment well as mentoring and leading team members. This position operates within a team environment aligned with the District’s Strategic Plan and must establish and maintain effective communication across departments and educational managers within the District.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. This list is meant to be representative, not exhaustive. Lead the day to day operations of the Purchasing Department as an integral position within the Business Office for the purpose of ensuring an effective operation for all end users
Participates as a team member and fully supports efforts of the Business Office Leadership Team for the purpose of building a strong department team that supports district mission, theory of action and strategic plan.
Supports and works directly with district level administrators for the purpose of collaborating with these administrators in achievement of department, program and organizational goals.
Ensures purchasing procedures as utilized within purchasing and across departments are compliant with state and federal regulations.
In collaboration with ITS, Assessment and Risk Management, ensure that Data Sharing Agreements with all third-party partners meet District requirements and are renewed in a timely manner.
Develops long and short-range plans in relation to the District’s purchasing and contract management systems (e.g. policies, procedures, bidding and request for proposal templates, contract templates and process flows for the purpose of ensuring organizational objectives are achieved in the most efficient and timely manner.
Facilitate the acquisition and of furniture and equipment for newly constructed schools and administration.
Administer the preparation of bid specifications and Request for Proposals, analysis of results, and recommend awards. Negotiate with vendors as necessary.
Supervises and evaluates technical staff
Ensures that an exceptional level of customer service is provided by team
Develops training programs and materials for administrators, principals and office managers in support of purchasing and contract management.
Develops and maintains technical documentation related to purchasing and contract management functions and responsibilities.
Facilitates communication among department staff and district staff, for the purpose of evaluating situations, identifying appropriate actions, and/or developing recommendations.
Participates in a wide variety of meetings as required (e.g. workshops, district, regional, and statewide committees, community and public agencies, seminars, conferences, etc.) for the purpose of conveying and gathering information regarding a wide variety of subjects required to carry out administrative responsibilities.
Other Responsibilities
Responds in a timely manner to inquiries of staff, district personnel, other professional organizations for the purpose of providing information and/or direction as may be required.
Works with staff across the district to establish standards for purchasing and contract management practices, processes and procedures.
Works collaboratively to proactively identify areas for improvement and enhancement
Manages vendor relationships and service agreements that enables district mission, vision, and goals.
Performs other job-related duties as assigned
REQUIRED QUALIFICATIONS:
Education and Experience:
Bachelor’s degree from an accredited college or university in Business Administration, or a closely related field.
Eight (8) years of:
relevant experience and
management experience in a K-12 educational institution or a commercial organization with a variety of complex enterprise level systems
Five (5) years of progress responsibility managing individuals and teams
Three (3) years of experience in system management, systems thinking, monitoring, forecasting, planning, implementing, and troubleshooting
Three (3) years of experience in presenting complex information to non-technical audiences
PREFERRED QUALIFICATIONS:
Washington State school district experience
Five (5) or more years of experience in large organizations (multiple locations with operating budgets in excess of $300,000,000
CONDITION OF EMPLOYMENT:
Valid Washington State Driver’s License
Criminal background clearance
Work scheduled hours (and hours outside of normal business hours, as needed) on a consistent basis

While performing the duties of this job, the employee will regularly stand and walk, bend neck and back, use hands for repetitive grasping and pushing/pulling. WORK SCHEDULE
Work schedule typically works 8 hours per day, Monday through Friday, 260 days per year, or as otherwise determined by the District.
