    HUMAN RESOURCE SPECIALIST
    JOB DESCRIPTION

    QUALIFICATIONS:
    (1) High school diploma or equivalent.
    (2) Minimum 1 year experience in operation of data entry terminal.
    (3) Experience in personnel procedures preferred.
    (4) Experience with computer systems and applications preferred.

    KNOWLEDGE, SKILLS AND ABILITIES:
    Knowledge of modern office practices and procedures. Knowledge of personnel system and
    procedures. Ability to prepare and maintain complex records and reports. Ability to
    communicate orally and in writing. Ability to perform numerical calculations accurately. Ability
    to organize and prioritize. Ability to interact effectively with employees and the public. Ability
    to perform heavy volume and highly accurate data entry. Ability to meet deadlines with time
    constraints.

    REPORTS TO:
    Director of Human Resources

    JOB GOAL
    To provide specialized duties in personnel services, including processing new
    employees, personnel transactions, and record keeping in an accurate, timely and
    effective manner.

    SUPERVISES:
    N/A

    PERFORMANCE RESPONSIBILITIES:

    Service Delivery
    * (1) Process paper work for new employees and set up personnel files.
    * (2) Process paper work for all reassignments and terminations.
    * (3) Complete contracts for all employees.
    * (4) Assist employees with concerns regarding employment status.
    * (5) Take photographs of all eligible employees and issue photo ID cards.
    * (6) Complete fingerprinting for background check of employees.
    * (7) Monitor employees who are on leave.
    * (8) Review all paperwork for instructional and non-instructional employees.
    * (9) Assist in the review of personnel files to determine annual contract employees’ eligibility
    for professional services contract status.
    *(10) Update the certification screen for administrative and instructional staff.
    *(11) Provide verification of records for credit and employment purposes.
    *(12) Complete forms for unemployment compensation.
    *(13) Maintain personnel files.

    *(14) Prepare and process data input.
    *(15) Keep the Human Resource Information System (HRIS) updated with changes including
    but not limited to terminations, retirements, leaves, workers’ compensation, promotions,
    end of contracts, name changes, and changes of address.
    Inter/Intra-Agency Communication and Delivery
    *(16) Provide technical assistance to school secretaries and others involved in completing
    employee paperwork.
    *(17) Serve as receptionist when needed.
    *(18) Provide the Payroll Department with needed data in a timely manner.
    *(19) Exercise a service orientation when working with others.
    *(20) Answer routine questions and assist departments, employees and the public with
    personnel issues.
    *(21) Keep supervisor informed of potential problems or unusual events.
    *(22) Serve on district committees as assigned.
    *(23) Use effective, positive interpersonal communication skills.
    *(24) Work closely with district and school staffs to support school improvement initiatives
    and processes.
    Professional Growth and Improvement
    *(25) Conduct orientation for new employees.
    *(26) Maintain expertise in assigned areas to fulfill project goals and objectives.
    *(27) Attend training sessions, conferences and workshops as assigned or appropriate to keep
    abreast of current practices, programs and legal issues.
    *(28) Participate in cross-training activities as required.
    Systemic Functions
    *(29) Prepare and update Board agenda items related to personnel specialists’ responsibilities.
    *(30) Assist in updating administrative guidelines and procedural manuals.
    *(31) Prepare or assist in the preparation of all required reports and maintain all appropriate
    records.
    *(32) Follow federal and state laws, as well as School Board policies.
    *(33) Represent the district in a positive and professional manner.
    *(34) Demonstrate support for the school system and its goals and priorities.
    *(35) Ensure adherence to good safety standards.
    *(36) Assist in interpreting statutes, Department of Education rules, and programs, policies
    and procedures of the district as they relate to assigned responsibilities.
    (37) Perform other duties as assigned.

    *(38) Assist in implementing the district’s goals and strategic commitment.
    *(39) Set high standards and expectations and promote professional growth for self and others.

    improvement and take appropriate action.
    *(44) Use appropriate styles and methods to motivate, gain commitment and facilitate task
    accomplishment.
