    TRADITIONAL HEALING STRATEGIC PLANNING


    INTRODUCTION


    The Yakutat Tlingit Tribe (YTT), a federally-recognized Tribe, is seeking proposals from qualified consulting firms to assist in the collaborative development and implementation of a comprehensive Traditional Healing program that works with the existing Traditional Healing staff, aligns with the healthcare goals of the Tribe and meets the requirements for CMS reimbursement. The Tribe is committed to developing a sustainable and culturally appropriate program that effectively integrates traditional healing practices into our health services.


    BACKGROUND


    YTT oversees various health and community services, including the Yakutat Community Health Center. The Tribe is now initiating a strategic approach to enhance our healthcare offerings through traditional healing methods that are culturally relevant and financially sustainable under CMS guidelines, including potential 1115 Waiver services.


    PROJECT SCOPE AND DELIVERABLES


    The selected consultant will work collaboratively with YTT and YCHC Traditional Healing staff to develop a comprehensive traditional healing program. The project will include the following key components:

    1. Phase 1: Project Team Engagement
      • Objective: Establish communication channels and relationships with key stakeholders.
        • Schedule meetings with YTT and YCHC leadership or delegated staff.
        • Arrange sessions with community members and Elders' Council.
        • Discuss project goals, vision, and expected outcomes.
        • Obtain guidance and input to shape the project plan.
    2. Phase 2: Community Engagement
      • Objective: Gather insights and perspectives from the community to inform program development.
        • Conduct surveys, focus groups, or interviews to understand community needs and preferences.
        • Facilitate discussions with staff to align program goals with cultural and health priorities.
        • Collaborate with Elders' Council to incorporate traditional wisdom and values into the program framework.
        • Synthesize findings to develop a culturally responsive program framework.
    3. Phase 3: Program Development
      • Objective: Design a structured Traditional Healing practice.
        • Based on insights and perspectives gathered in phase 2, identify traditional healing practices relevant to the Yakutat's cultural context and health needs.
        • Engage with Elders' Council, project team, Tribal Council and other identified traditional healers to confirm and integrate these practices into the program.
    4. Phase 4: Development of Yaakwdáat Traditional Healing Program Guide 
      • Objective: Develop a foundational framework for the Yaakwdáat Traditional Healing Program, outlining its structure and establishing pathways for sustainable funding via CMS reimbursement.
        • Engage with Elders' Council, project team, YCHC finance and other key partners to develop and finalize the Program Guide/Business Plan.
        • With Executive staff, present the Program Guide/Business Plan to YTT leadership for approval and implementation.

    PROPOSAL REQUIREMENTS


    Proposals should include:

    1. Detailed approach to accomplishing the project scope and deliverables.
    2. Experience and credentials in healthcare consulting, particularly in projects involving traditional healing and CMS reimbursement strategies.
    3. Proposed project team and their qualifications.
    4. Detailed budget and payment schedule, including any discounts or special pricing considerations.
    5. Approach to community engagement and inclusion in the project development phase. Examples of past work with similar projects and outcomes.


    EVALUATION CRITERIA


    Proposals will be evaluated based on 100 points:

    1. Relevance and experience of the consulting firm in similar projects (40 PTS).
    2. Clarity and feasibility of the proposed strategy (30 PTS)
    3. Cost effectiveness and value of the proposal (20 PTS).
    4. Cultural sensitivity and approach to engaging the Yakutat community (10 PTS).

    Additional points will be granted for Tribal Member, Alaska Native/ Native American, and Women Owned Entity
