The Right of Way Agent contributes to moderately complex aspects of a project. Work is generally independent and collaborative in nature. Construction Inspector - Right of Way

  • This position is an AFSCME represented position. The City of Lakewood participates in the Department of Retirement Systems PERS system.   

    Under the direction of the Public Works Director or designee, inspect and document all phases of public and private civil engineering construction projects to ensure quality control and compliance with plans, specifications, codes, standards, ordinances, and regulations.Essential duties may include but are not limited to the following:
     
    Inspect and document all phases of public and private civil engineering construction work to ensure quality control and compliance with plans, specifications, codes, standards, ordinances, and regulations.
     
    Inspect construction of storm sewers, streets, street lighting, traffic signal systems, bridges, and retaining walls.
     
    Inspect restoration of infrastructure following utility work performed in the right-of-way.
     
    Inspect safety aspects of construction sites to include but not limited to trench safety, proper use and placement of traffic control devices and signage, appropriate scaffolding, appropriate PPE usage, etc.
     
    Coordinate testing of construction materials including concrete, aggregates, hot mix asphalt, etc.  
     
    Review project plans and specifications for completeness and accuracy.
     
    Coordinate and conduct pre-construction meetings.
     
    Prepare pay estimates and inspector daily reports for work performed by the contractor.  Inspect construction materials and document acceptance.
     
    Document and communicate construction progress and potential issues to the Construction Management Lead and/or engineer of record.
     
    Communicate with the public to provide information and address complaints and concerns.  
     
    Prepare and maintain various records and reports.
     
    Drive City vehicles to and from job sites.
     
    Maintain regular, reliable, and punctual attendance.
     
    Actively champion a culture of and commitment to workplace safety through everyday actions and leadership.
     
    Perform related duties as assigned.Any equivalent combination of education and/or experience that would likely provide the candidate with the knowledge and abilities to successfully perform the job will be considered.  A typical combination is graduation from high school and five (5) years of increasingly responsible civil engineering inspection or related construction experience.
     
    Public sector construction inspection experience preferred.
     
    License & Certification Requirements
    Valid Washington State driver’s license with a driving record that meets an acceptable standard for safety at the point of hire and throughout employment in this position.KNOWLEDGE AND ABILITIES 
    KNOWLEDGE OF:
    City codes and other applicable regulations related to construction inspection.
    Construction specifications and plan review protocols.
    Basic principles and practices of engineering.
    Current methods, procedures, and materials used in construction.
    Standard construction site safety precautions, procedures, and equipment.
    Current public works inspection methods.
    Basic math as applied to field of specialty.
    Appropriate document and record keeping techniques.
     
    ABILITY TO:
    Accurately and professionally conduct construction inspections.
    Analyze situations accurately and adopt an effective course of action.
    Interpret, apply, and explain codes, rules, regulations, policies, and procedures.
    Accurately read and interpret construction drawings, plans, and specifications.
    Accurately perform required engineering computations.
    Understand and follow verbal and written directions.
    Professionally and effectively communicate both verbally and in writing.
    Maintain accurate records and documentation; prepare reports as needed.
    Work independently with little direction within a collaborative team environment.
    Establish and maintain cooperative and effective working relationships with others.
    Demonstrate ability to positively and effectively interact with diverse individuals to accomplish a common goal.
    Safely and legally operate a motor vehicle.
    Operate a variety of office equipment including a personal computer and related software applications.
    Lift objects weighing up to 30 pounds.
    Physical ability to perform the essential job functions.
     
    WORK ENVIRONMENT
    Work is performed in a climate-controlled office environment, as well as in field environments, and requires travel to a variety of locations.
     
    PHYSICAL ABILITIES
    Constant use of sight, hearing, and speech abilities necessary to perform essential functions and communicate with others.  Frequent fine finger manipulation and use of hands and arms in reaching/handling/fingering/grasping while operating office equipment and computers, preparing written documentation, handling paperwork, etc.   Frequent sitting, may be extended at times, while doing desk activities.  Frequent bending/twisting at waist/knees/neck while working at desk, worktable, or moving from sitting to standing position.  Frequent standing in combination with walking (short distances) throughout work shift in office areas. Possibly longer distances on job sites.   Occasional pushing/pulling force up to 10 pounds opening doors, drawers, and moving materials.  Moderate lifting and carrying up to 30 pounds. Requires mental acuity to ensure thorough mental analysis of situations in a fast-paced environment.  Ability to operate a motor vehicle for transportation to off-site meetings and construction sites.  Must be able to work in the field gathering information and reviewing/inspecting systems, property, and project construction sites in all weather conditions and over rough terrain. May be subject to loud noises, nearby traffic, and/or heavy construction equipment zones.  
     
    HAZARDS
    Exposure to inclement weather (e.g., rain, cold, heat, wind, etc.); occasional wildfire smoke; road hazards; other drivers; uneven and/or rough ground surfaces; open trenches; confined spaces; heights; loud noises; moving and/or hazardous equipment; overhead equipment and/or materials; and potentially hazardous materials, chemicals, fumes, and/or vapors.
