  • Elite Executive Partners is assisting a local Siouxland business seeking an Finance officer to manage all accounting and finance functions.

    Position Summary: Performs clerical, bookkeeping, accounting, and administrative work in answering phones, receiving the public, providing customer assistance, data processing, utility billing, payroll, accounts payable and receivable, preparation of monthly financial statements, administer employee benefits programs, and annual audits.

    Essential Functions:

    1. Duties and Responsibilities

    • Receives and effectively handles telephone calls and citizen visits concerning utility billing city services; handles questions and responds to citizen complaints and coordinates with water/sewer and parkways departments regarding concerns.
    • Processes work orders for utility connections, disconnections, reconnections, new orders
    • Processes meter reading data: prepares and mails utility billing: maintains current customer account files
    • Pursues collection of delinquent utility accounts, including preparation and mailing of final notices, shut-off and turn on orders, establishing and monitoring payment schedules, customer follow-up account research.
    • Maintains contractors’ bonds and ensures all contractors filing for building permits have bonds filed
    • Develops and maintains official documents and records, including procedures, ordinances, resolutions, contracts, agreements, etc.
    • Responsible for accounts payable
    • Supervises the preparation of packets for Board meetings.
    • Prepares legal notices and publications.
    • Responsible for time keeping and employee payroll, as well as applicable taxes and payments.
    • Maintains financial data, prepares financial statements for each fund, and reports the financial information to the Board at the monthly meetings.
    • Maintains employee benefits programs and informs employees of benefits; recommending benefit programs to the Board; directing the processing of benefit claims; obtaining and evaluating benefit contract bids.
    • Ensures legal compliance by monitoring applicable human resource federal and state requirements; conducting investigations; maintaining records.
    • Balances the bank accounts monthly.
    • Keeps workers’ compensation reports, employee files, contracts, and agreements up to date.
    • Files W-2’s and W-3’s, 1099 and 1096 Quarterly reports, and monthly payroll reports.

    Qualifications and Requirements:

    1. Education and Work Experience

    • BA/BS in Accounting . Governmental accounting experience preferred
    • Experience with budgets, financial statements, financial administration
    • Previous management and supervisory experience preferred

    2. Skills, Knowledge and Abilities

    • Excellent written and verbal skills, including effective communication skills is required
    • Must be proficient with office technology, and able to effectively use a variety of application s including Word, Outlook, Excel, and internet, as well as accounting, payroll and utility software
    • Must have excellent organizational skills, being able to multi-task
    • Must have ability to meet deadlines.
