    Job Title: City Clerk-Treasurer
    Department: City Clerk
    Reports To: The City Clerk–Treasurer is appointed by the City Council pursuant to Chapter 18 of the Evansdale City Code and serves under the day-to-day direction and management of the Mayor. The Mayor and Council jointly perform annual performance reviews for this position. 
    FLSA Status: Hourly
    Job Status: Full-time.
     
    Essential Duties and Responsibilities:
     
    General:
    • Regular reliable attendance.
    • Open and close the office.
    • Direct supervision of Chief Deputy City Clerk and Custodial/Maintenance position.
    • Maintain IT System and oversee website management.
    • Order or purchase City supplies as needed, including anticipating supplies that will be needed.
    • Register staff for training and travel as requested.
    • Ensure that City cash handling procedures are followed and secure.
    • Provide availability for contact for emergency situations by residents and staff.
    • Recommend office equipment and software updates or changes.
    • Assist in the management of a list of City boards, commissions, and committees. Track terms and see that appointments are made as needed.  Advertise to fill vacancies.
    • In the event of a natural disaster, assist in the operation of the Incident Command process; see that the City Clerk’s Office can function; make contact with residents, other agencies, and contractors; start documentation of all activity, including City resources used, resources donated, expenses and staff time; work with agencies to file documentation needed for assistance.
    • Attend training sessions to keep current with regulations and software.
    • Other duties as assigned.
     
    Communication:
    • Contact other City staff when repairs are needed on the building and its systems.
    • Answer the telephone and field telephone calls to the appropriate Department.
    • Process voicemails, mail, other deliveries, and e-mails including collecting mail from the post office and forwarding the correspondence to the appropriate person or responding to the correspondence as appropriate.
    • Assist City Clerk’s Office customers in a pleasant and respectful manner.
     
    Meetings:
    • Knowledge and familiarity with Iowa’s Open Meetings law (Iowa Code Chapter 21), including post public notices as required.
    • Prepare the agendas and packets for City Council, commission, and committee meetings.
    • Attend regular and special meetings of the City Council, recording and preserving an accurate record of the proceedings and publishing as required by law.
    • Post and publish notices as required, including but not limited to agendas, public hearing notices, and ordinances.  

    Documentation:
    • Maintain accurate records of all ordinances, resolutions, bond proceedings, personnel files, zoning maps, public measures, and other official records as required by law.
    • Maintain accurate records of all Council and Mayor appointments to City Boards and Commissions.
    • Responsible for Records Management, archiving, retention, and destruction as required by law.
    • Draft resolutions and ordinances as necessary with assistance from the City Attorney when appropriate.
    • Record official documents at the Black Hawk County Recorder’s office or instruct the attorney’s office to do so.
     
    Finance:
    • Treasurer and Custodian of all funds received or held in custody for any board, commission, or agency existing in the City created by Council or the people as listed in Chapter 18 of the Evansdale City Code.
    • Chief accounting officer, keeping separate accounts for every appropriation, department, public improvement, or undertaking as required by Iowa law including Sewer Departments.
    • Maintain records of all cash, investments, and accounts receivable and payable recording each transaction in the correct funds as required by law and council direction where not specified by law.
    • Maintain all budgetary accounts in a manner consistent with established and accepted municipal accounting principles and practices in sufficient detail to produce adequate cost, financial and statistical data for management purposes and to meet statutory requirements.
    • Prepare an annual budget, under the supervision of the Mayor and City Council.
    • Prepare and publish annual financial reports and all other financial and budgetary reports required by law and the Council.
    • Supervise and oversee bank deposits and payment of claims upon Council order subject to Council policies regarding the payment of such.
    • Reconciliation of monthly bank statements, preparing and maintaining an accurate monthly record of the balance of cash and investment of each fund and amounts received and disbursed.
    • Sign all evidence of indebtedness, coupons, or certificates as required by law of a city clerk or treasurer and keep a register of all bonds outstanding and record all payments made of interest and principal.
    • Responsible for the investment of city funds not immediately needed as required by Iowa law and Council Investment Policy.
    • Responsible for collation of material for annual audit.
    • Update Accounts Receivable accounts.
    • Send tax-exempt certificates to vendors.
    • Ability to assist with the management of the utility billing system, including:
      • Waiting on customers, opening envelopes from mail and drop box.
      • Checking for online payments.
      • Posting payments into the Utility Billing System.
      • Collecting City Services forms, as well as presenting new residents with utility information.
      • Reconciling customer records and customer information.
      •  Processing new accounts.
      • Initiating the monthly and as-needed meter readings.
      • Generate the bills, process penalties, process delinquent notices, generate reports, and scan or print all documents related to the utility billing system.
      • Process quarterly sales tax and monthly water excise tax reporting and payments.
      • Process Monthly Reconciliations of the City Utility Billing System.
     
    Human Resources:
    • Administer and oversee all City Insurance programs, i.e. liability, workers compensation, health, life, and dental insurance.
    • Maintain personnel records, development and enforcement of personnel policies along with general HR responsibilities.
    • Assistance with Labor Relations.
    • Responsible for all aspects of payroll and subsequent reporting requirements as established by law including payment of all payroll taxes and miscellaneous withholdings. 
    • Accurately record individual payroll information onto Timesheet:
      • Oversee DOT Drug and Alcohol Testing program.
      • Oversee the issuance of licenses and permits.
     
    Education and Experience:
    • Bachelor’s Degree in accounting, public administration, or related field, or Associate’s Degree in a related field with 3 years experience in city government in a supervisory position or equivalent combination of experience and training with current CMC designation working toward MMC.
    • Management, supervisory, and/or personnel training preferred. 
     
    Qualifications:
    • Must have complete knowledge of Iowa Fund accounting as required by law and the council.
    • Knowledge of the principles and methods of public administration, public finance, and municipal government. Ability to analyze difficult administrative problems and develop and present sound conclusions and recommendations. 
    • Ability to make accurate revenue and expenditure estimates.
    • Ability to select, train and supervise employees.
    • Strong ability to maintain the confidence of the Mayor and Council. Access to and routinely handle extremely sensitive and confidential material, political and labor relations information, skills in human relations, diplomacy, tact, and negotiating. Ability to establish and maintain effective relationships with other administrators, employees, civic and special interest groups, media representatives, and the general public.
    • Must have knowledge of city financial, and payroll software programs.
    • Knowledge of effective and current purchasing practices.
    • Ability to make clear and accurate decisions in times of emergencies and high-stress situations.
    • Candidate must be willing and able to attend continuing education training and conferences as required by the City, including outside of normal working hours.
    • Qualified candidates must be able to read, write, speak, and understand the English language.
    • Must hold a valid driver’s license.  Must be bondable. Candidates with their Iowa Certified Municipal Clerks or Iowa Certified Municipal Finance Officers or Certified Municipal Clerks or Master Municipal Clerks through the International Institute of Municipal Clerks preferred. Must obtain Notary Public certification within six (6) months of hire.
    • Knowledge of parliamentary procedures and State laws relating to the conduct of City Council meetings.

    Work Environment:
    • Medium work requires the exertion of up to 50 pounds of force occasionally and up to 20 pounds of force frequently.
    • The Administrative Office is located in a handicapped-accessible building on one level. Work requires the employee to move about a lot in the performance of his/her duties. The position may require sitting for long periods of time.
    • The position will require occasional travel, work outside the office, and participation in meetings and training sessions as a representative of the City of Evansdale.
     
    Requirements:
    The employee will be required to work toward becoming a Certified Municipal Clerk through the Iowa Municipal Finance Officers Association and/or the International Institute of Municipal Clerk Association within five (5) years of the employee’s hire date.
