Environmental Manager, Trust Lands

  • The Utah School and Institutional Trust Lands Administration (“Trust Lands Administration”) seeks a qualified professional to serve as its Environmental Manager.  The Environmental Manager serves a critical role in protecting and enhancing the value of Utah’s trust lands for current and future generations.  
     
    Job Responsibilities
    The responsibilities of the Environmental Manager include:
    • Assist the agency with the development of environmental policies and best management practices.
    • Develop and implement training and educational tools to support the agency’s business groups with environmental risk management.
    • Act as a subject matter expert on environmental issues for the agency.
    • Work closely with agency land managers to interpret and communicate environmental compliance requirements and assist as needed with the resolution of compliance issues.
    • Assist agency land managers as needed to coordinate responses to environmental incidents with regulatory entities, third-party contractors, law enforcement, and other entities.
    • Ensure that the Trust’s interests are represented, and its assets protected during incident investigations.
    • Review technical reports, coordinate and interpret sampling protocols, and effectively communicate with land managers and other necessary parties.
    • Generate necessary reports, ensure that all relevant documents are organized and properly filed, and make notations to agency records.
    • Provide technical assistance to agency land managers for the acquisition and oversight of third-party environmental services such as environmental site assessments, site characterization studies, site remediation, or similar services.
    • Monitor and review project and policy proposals, including federal NEPA documents, that may affect the administration.
    • In coordination with the agency’s business groups, prepare and submit written comments on project and policy proposals to federal, state, and local government agencies.
    • Represent the agency’s interests on various committees, interagency work groups, and task forces involving environmental issues, including threatened and endangered species.
     The Environmental Manager reports to the Managing Director of Surface Resources, however they work with all business groups within the agency on environmental matters.
     
    This position requires a variable amount of in-state travel and field work combined with time spent in the office.  The position will be based out of the Trust Land Administration’s main Salt Lake City office or Vernal field office.
     
    Ideal Candidate:
    • Enthusiastic support of the Trust Lands Administration’s mission to generate revenue for the trust beneficiaries.
    • Demonstrated professional experience with environmental regulations and compliance programs.
    • Knowledge of federal and state environmental, health, and safety laws and regulatory standards.
    • Comprehensive environmental technical expertise.
    • Familiarity with the federal NEPA process.
    • Experience with the review and interpretation of complex federal NEPA documents such as Environmental Impact Statements and Environmental Assessments
    • Ability to effectively communicate technical information including complex regulatory requirements.
    • Experience working effectively in teams, to establish and maintain cross-functional and positive working relationships.
    • Ability to perform field work, including inspections of remote locations throughout the state by 4x4, ATV/UTV, or hiking.
    • Excellent oral and written communication skills.
    • Excellent organizational and project management skills.
    • Bachelor’s degree in environmental science, engineering, planning, natural resources, or related field.
