We are presently identifying candidates for the following proposal opportunity:
AQ PMO Program Manager. This position is in support of the Defense Counterintelligence and Security Agency’s Acquisition Program Management Office (DCSA – AQ PMO) Program and Business Management Support Services. The AQ PMO is part of the DCSA Acquisition and Contracting (AQ) organization. The Acquisition and Contracting organization enables the mission of DCSA by providing innovative solutions including contracts, micro-purchases, and other transactions for services and supplies. They seek to meet customers’ needs by ensuring supplies and services are provided when needed, at the best value, and in compliance with laws and regulations. The AQ PMO provides in-house program management expertise to requiring officials and requirement owners who would greatly benefit from end-to-end acquisition services for pre-contract award and post-contract award activities. Additionally, the AQ PMO provides program managers housed elsewhere within DCSA with support and acquisition workforce-related oversight. The AQ PMO is involved with governance, advanced planning, collaboration, requirements validation, and strategic communications. The AQ PMO promotes foundational project management methodologies by ensuring requirements are identified, programmed and managed in a consistent and coordinated fashion. Additionally, the AQ PMO provides liaison support between functional areas and operations, advanced planning through Integrated Product Teams (IPTs) and Working Groups (WGs), coordination of acquisition related programs and projects, and reviews and analyzes business processes for improvements.
The objective of the Program Manager for this task order is to utilize his/her team to provide a broad range of inter-related support functions for the AQ PMO and the overall AQ organization as needed. This contract supports all of AQ operations, streamlining the program control functions across our portfolio of efforts. Roles supported include portfolio/program/project management, technical managers, transition managers, and Contracting Officer’s Representatives (CORs), responsible for AQ emergent efforts, projects, and interest areas. This task order supports DCSA AQ by providing capabilities aligned with the initiatives that the AQ PMO is responsible for overseeing.
Minimum Qualifications—
- Secret Security Clearance
- Bachelor’s degree (or higher-level degree) in Program/Project Management, Business Management, or related discipline
- Ten (10) years of demonstrated Portfolio, Program and Project Management (PM) experience
- Active Project Management Professional (PMP) certification or Program Management Professional (PgMP) certification
- Five (5) years of DoD experience
- Five (5) years of demonstrated experience with the Defense Acquisition System and supporting DoD acquisition programs
- Five (5) years of demonstrated experience with the DoD Planning, Programming, Budgeting, and Execution (PPBE) processes
- Five (5) years of demonstrated experience supporting a Federal Acquisition office/organization
- Five (5) years of demonstrated intermediate knowledge of PM documentation (e.g. Project Management Plan, Project Schedule, and Standard Operating Procedure)
