What does an Electric Substation Supervisor do at companies like CITY OF COLLEGE STATION?

Under general supervision of the Electrical Substation & Metering Superintendent, the Substation Supervisor supervises and participates in the maintenance, operation, installation, and testing of equipment for electrical substations, high voltage switching stations, high voltage electrical transmission, and electrical distribution systems, to include but not limited to: Act as a Subject Matter Expert (SME) on relaying, communications, NERC requirements for testing/maintenance, and other technical fields related to substation operations; Provide training to Substation and Relay Technicians and evaluate work procedures to ensure adherence to safety standards and guidelines; and Participate in and supervise substation field-related activities performed by in-house technicians and/or contractors. 
  1. Ensure substation compliance with applicable NERC and ERCOT requirements, including maintenance/testing, documenting, and reporting requirements associated with substation equipment.
  2. Enforce safety guidelines as per City of College Station standards.
  3. Install, remove, maintain, operate, and test substation/switch station equipment, communications equipment, supervisory control and data acquisition equipment, and transmission/distribution metering equipment.
  4. Supervise, hire, evaluate, train, and direct Substation and Relay Technicians.
  5. Ensure quality production of all substation related work.
  6. Assist in preparing budgetary proposals.
  7. Assist SCADA and Metering in work involving substations. 
  8. Ensure equipment is calibrated to meet established standards and codes.
  9. Inventory management including material procurement and lead times.
  10. Oversee the planning, scheduling, construction and maintenance for all work done in the substation area.
  11. Responsible for project management for substation construction activities including: bid management, vendor selection, and all applicable construction.
  12. Perform other duties as assigned.
Required:   
Associates Degree in Applied Science in electrical power distribution or a related technical field; and three (3) years of experience in electrical testing or electric substation work, or an equivalent combination of education and experience. Valid Texas Driver License. Proficient in verbal and written communication skills. Must maintain a residence within a 40 minute response time of the Utility Service Center within 6 months of accepting the position. Ability to perform essential duties in an environment that entails a variety of weather conditions and extreme temperatures; working at heights of up to 60' above ground level; frequent standing, walking, sitting, bending, stooping, climbing, and pushing/pulling; using hoist and dollies to lift and move heavy objects; and physically lifting and moving objects weighing up to 50 lbs.

Preferred:  
Supervisory experience. Knowledge of electrical theory and electrical/electronic schematics. Knowledge in operation, maintenance, and repair of large DC power systems. Knowledge of Supervisory Control and Data Acquisition (SCADA). Knowledge of testing standards and procedures. Knowledge of NERC and ERCOT compliance requirements and reliability standards with regards to Electric Substations. Advanced computer application skills. Knowledge of generator and UPS systems. Training with electrical transmission and distribution equipment.
SPECIAL REQUIREMENTS:
Drug Screening:  Due to the safety and/or security sensitive nature of this position, individuals shall be subject to pre-employment or pre-placement drug and/or controlled substance testing as outlined in City policy.
Additional Criminal Background Screening Required:  In addition to the standard pre-employment criminal background check, individuals receiving a conditional offer for this position shall be subject to a finger-print based background screening due to the required access to secured buildings and/or secure data systems.
