What does an Commissioning Lead/Client Representative do at companies like DELTA CONSTRUCTORS?

The Commissioning Lead/Client Representative reports directly to the Oxy Senior Commissioning Foreman and is responsible for coordination of testing all control system components and loops as directed.

Essential Job Functions:
Responsibilities include:
  • leading a team of I&E technicians, automation specialists, SCADA representatives, measurement/automation technicians & mechanical contractors through pre-commissioning, static, and dynamic commissioning phases of all Anadarko designed Well Pad Facilities.
  • scheduling vendors commissioning activities and coordinating various contractor crafts to achieve an efficient site turnover, implementing and testing MOC revisions, participating in weekly meetings to ensure client expectations are met and kept while ensuring the successful startup of all facilities on time and ahead of schedule.

Position Summary:

The Commissioning Lead is responsible to plan, supervise and perform implementation of FCO (Functional Check Out) for all control systems instrumentation equipment. The incumbent will manage a team of FCO Technicians, ensuring all work is done in accordance with relevant local, state, federal and site specific rules and regulations while maintaining safety standards. Responsible for providing on-site direction and leadership for workers in order to complete jobs within specific guidelines that include quality standards, time requirements, and budget considerations.

Essential Job Functions:

  • Plans, supervises and performs all phases of validating, testing, inspection and Functional Check Out of control systems and components
  • Calibration and testing of transmitters, switches, converters, recorders, indicators, actuated valves, and control loops back to PLC or DCS systems.
  • Builds and validates that the FCO Folders are adequate to complete all required pre-commissioning and commissioning checks and tests
  • Ensures project remains under-budget and proper quality equipment and tools are utilized
  • Ensures all test equipment is NIST Traceable and has a current calibration date
  • Utilize industry standards for testing such as ISA or another recognized and approved standard
  • Reviews and evaluates instrumentation FCO procedures and updates FCO folders by completing Blue lines, Red lines and B check sheets
  • Evaluates employees’ progress
  • Trains and mentors new team members
  • Identifies conflicts and resolves issues
  • Conducts jobs in accordance with relevant codes and site specific procedures while following applicable safety procedures, specifically Energy Isolation Procedures and Lockout/Tagout Procedures.
  • Other duties as assigned

Required Minimum Qualifications:

  • Education: High School Diploma or equivalent
  • Work Experience: Five (5) years experience as a Commissioning Technician or a combination of technical school and experience
  • License/Certifications:
    • Current and valid driver’s license, with clean driving record
    • Alaska locations only: North Slope Training Cooperative (NSTC) Training

Knowledge, Skills & Abilities Required: 

  • Knowledge and experience use of power tools, testing equipment, measuring devices, power construction equipment.
  • Knowledge of proper instrumentation equipment use conducive to conditions and assignments including adherence to Hazardous Materials and Safety Regulations
  • Comprehensive knowledge of control systems, equipment, operational and mechanical systems including; installation, test, maintenance and repair.
  • Knowledge of applicable codes, standards and regulations
  • Working knowledge of AC and DC control circuits
  • Skills in repairing/fixing instrumentation, wiring, control systems. 
  • Ability to work in a team environment.
  • Ability and willingness, to receive and follow direction.
  • Ability to clearly communicate (both verbal and written).
  • Ability to work safely and recognize potential hazards.
  • Ability to legally operate a motor vehicle (within the requirements of our insurance carrier).
  • Ability to read and interpret schematics and electrical specifications
  • Ability to diagnose system malfunctions, locate cause of breakdown and correct the problem or recommend solution
  • An outright commitment to an honest, safe, quality work product is a must
