POSITION OBJECTIVE:

The position of Director of Employee Relations is done for the purpose of directing the human resources function in the area of employer/employee relations, supervision and evaluation support for supervisors, and the recruitment and development of employees.

DUTIES & RESPONSIBILITIES: (These duties are a representative sample; position assignments may vary.)

  • Serves as liaison between District management and employee unions with a focus on administration and interpretation of collective bargaining agreements, board policy and district procedures.
  • Addresses employee issues and concerns in the areas of performance, evaluation and corrective action.
  • Participates in collective bargaining with various groups as directed by the Assistant Superintendent of Human Resources.
  • Provides professional development for supervisors in the areas of performance, evaluation and corrective action.
  • Serves as a member of the Human Resources Management Team.
  • Conducts employee investigations as directed by the Assistant Superintendent of Human Resources.
  • Works in collaboration with General Counsel on employee related matters.
  • Provides research and support on various human resource needs including compensation, market research and current employment issues and trends.
  • Coordinates the development and implementation of District recruitment plans.
  • Implements employment strategies focused on equity and diversity.
  • Works in collaboration with Communications for the purpose of developing marketing materials and the development and implementation of employee recognition programs.
  • Identifies training needs, and plans, develops, and delivers formal training to management and/or employees on a variety of labor relations, employee relations, and associated topics.
  • Interprets the terms of the District’s collective bargaining agreements and applicable policies and procedures to ensure administrative compliance.
  • Addresses employment issues with sensitivity and empathy.
  • Travels to various District sites as required to perform duties.
  • Performs other job-related duties as assigned.

REPORTING RELATIONSHIPS:

  • Reports directly to and is supervised by the Assistant Superintendent of Human Resources.
  • Supervises Human Resources Staff as determined by the Assistant Superintendent of Human Resources.

Required:

EDUCATION & EXPERIENCE (positions in this class typically require):

  • Bachelor’s degree in one of the following: human resources, education, business or related field
  • 5 years’ experience in the areas of human resource management, educational leadership, labor relations or other applicable field
  • School leadership experience or equivalent

Preferred:

  • Background in collaborative negotiations such as Interest Based or Win-Win approaches
  • Master’s degree in one of the following: human resources, education leadership, business or related field
  • Experience as a school administrator or similar position

Allowable Substitutions:

  • Associate’s degree in business or other applicable field and ten years’ experience in labor relations or other applicable field

Required:

LICENSING REQUIREMENTS (positions in this class typically require):

  • Washington State Drivers License

Preferred:

  • Certification in Human Resource Management
  • Principal or administrator certificate from the state of Washington

KNOWLEDGE (position Requirements At Entry):

  • Understanding of labor/management relationships and the interpretation and adherence of contract language
  • Knowledge of school culture and climate
  • Ability to work collaboratively to problem-solve issues between employees and supervisors
  • Willingness to engage in creative approaches to common work place issues
  • Ability to analyze data in the area of human resources
  • General understanding of administrative hearing procedures related to employment and labor/management relations
  • Knowledge and understanding of key provisions of employment law at the state and federal levels

  • Presentation skills, including basic utilization of various media, including effective use of social media
  • Effective personal management skills that allow for coordination and participation in concurrent projects and activities

  • Project management skills for implementation of programs related to the position
  • Demonstrates multicultural sensitivity with the ability to effectively and collaboratively work with diverse populations
  • Ability to perform all duties in accordance with all applicable Board policies and district and legal requirements
  • Ability to meet and maintain punctuality and attendance expectations

PHYSICAL REQUIREMENTS:

Positions in this class typically require: stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, finger dexterity, grasping, talking, hearing, seeing, and repetitive motions.

Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.

CONDITIONS OF EMPLOYMENT:

CTSA salary classification Director II/III, $158,565 - $185,675, 40 hours per week, for a 260-day annual assignment. Benefits include retirement, medical, dental, vacation, holidays, and other benefits according to Board policy. Medical, dental, vision, long-term disability, and life-insurance eligibility is based upon 630 hours worked within a school year. Retirement provided through Washington State Department of Retirement Systems. Other benefits include vacation and paid holidays.
