Position Summary

The Program Manager, Food Access and Nutrition Education oversees the department’s Community Food Program and the CalFresh Healthy Living (SNAP-Ed) nutrition education program.  The Program Manager supports healthy, active, and nourished lifestyles for low-income individuals and families by planning, assigning, and directing policy, system, and environmental interventions, partnering, and collaborating with community sites and organizations, serving as a member in county coalitions, and training and supervising health educators.  The Program Manager also ensures that the agency promotes and provides direct food assistance to those in need whose needs are not met by other food programs.

Essential Functions

  1. Supervise, support, and train assigned Food Access and Nutrition Education Specialists to succeed in daily work while meeting grant requirements. Ensure that employee training provides skill development and meets best practice standards, funding requirements, and all data collection guidelines.
  2. Provide responses to red level incidents in off duty hours as assigned.
  3. Partner with HR in the recruitment and interviewing of new staff members. Plan and facilitate regularly scheduled staff meetings.    Ensure employee training provides skill development, meets best practice standards, funding requirements, and all data collection guidelines.
  4. Assist in the management of all assigned contract budgets, including regular review of revenue and expense activity.   Ensure all grant funding requirements are managed.    Make recommendations for improvements in efficient program performance and operations.    
  5. Provide strong, clear, and consistent communication with other agency programs and with external partners to ensure collaborative relationships to influence agency-wide and community-wide food delivery and nutrition programs. Attending all required meetings internally and externally to ensure department and program goals are achieved.
  6. Supervise and support Food Access and Nutrition Education Specialists and volunteers to lead Community Food Distributions at partner sites across Sonoma, Lake, and Napa Counties.
  7. Become fully versed in CalFresh Healthy Living project goals, objectives, activities, expected outcomes, and the Integrated Work Plan.
  8. Liaise with Catholic Charities of California, California Department of Social Services, and other Local Implementing Agencies.
  9. Work with program staff to plan, implement, and maintain multi-level program implementations at community sites.
  10. Conduct community assessment activities for implementation of evidence-based interventions.
  11. Liaise with Local Implementing Agencies (LIAs) in the development of county Integrated Work Plans (IWPs) and in coordination of county program activities .
  12. Oversee timely and accurate administrative processes including completion of payroll/timekeeping approvals and reporting.
  13. Support the collection, aggregation, and analysis of data in Datalink, PEARS, and other required programs to ensure grant compliance and to support program improvement. Complete monthly, quarterly, and annual reports as assigned.  Assist with requests for data and reporting to ensure compliance with grants and funding agency requirements and continuous improvement.
  14. Ensure implementation of program policies and procedures in line with best practice standards.  Implement performance and quality improvement processes in compliance with agency’s process.
  15. Participate in professional development opportunities and training based on performance reviews, to support grants and contracts compliance, best practice standards, and quality improvement efforts.
  16. Build and maintain collaborative relationships to assist participants in accessing services.
  17. Build trusting relationships with people experiencing food insecurity and develop a rapport that leads to acceptance and openness to seeking help.
  18. Support the Mission, Vision, and Values of Catholic Charities in the performance of all essential job functions and responsibilities.

Other Responsibilities

  1. Some travel within Sonoma, Lake, Mendocino, and Napa counties as needed.
  2. Work with the Diocese of Santa Rosa and local parishes as appropriate and requested.
  3. Perform other related duties as assigned.

Education, Experience, and Skills Required

  1. bachelor’s degree and two years’ work experience in a human service field required with preference given to health or nutrition-related work; two to four years’ supervisory and management experience required; four to six years of working in a human service field with preference given to health or nutrition-related work may be considered as a substitution for a bachelor’s degree; master’s degree preferred.
  2. Understanding of education best practices, classroom management, and curriculum implementation.
  3. Demonstrated ability to implement and manage budgets.
  4. Ability to accurately collect and report on data required for grants and other funding sources.
  5. Ability to lead, organize, inspire people from all walks of life; understanding of people from different cultures and value systems and understanding of the causes of poverty and vulnerability.
  6. Computer literacy required including experience with Microsoft 365. Ability to teach and supervise others in how to implement online tools.
  7. Excellent written and verbal communication, organization, conflict resolution and organizational skills, conflict resolution, and problem-solving skills.
  8. Excellent interpersonal skills, cooperative, friendly, proactive, and helpful attitude with clients and co-workers of all ages and socio-economic backgrounds. Ability to work closely with other employees to ensure a positive, constructive environment within the program or department, and throughout the agency.
  9. Passion and enthusiasm for the mission of Catholic Charities and its clients.
  10. Valid driver license and at least state required minimum of automobile insurance, clear DMV driving record and ability to provide own transportation. Must be willing and able to travel between agency sites.
  11. Must pass DOJ background clearance (fingerprinting) in accordance with the Diocese of Santa Rosa’s policies prior to start of employment.
  12. Bilingual (English/Spanish) preferred, but not required.
