Summary

The City of Bend City Manager's Office is currently accepting applications for one (1) regular, full-time Management Analyst position, pending budget approval and adoption by City Council on 6/20/2024 . This is a non-represented and FLSA exempt (overtime ineligible) position.

Position Summary

The Environment, Climate & Sustainability Management Analyst is primarily assigned to the City’s Community Climate Action Plan and Strategic Energy Management Programs to reduce community and organizational greenhouse gas emissions. This position will build capacity in the City’s climate action programs by providing data analysis, project management, outreach and education, and other program coordination needs. The Management Analyst works across sectors including energy, buildings, transportation, and waste and materials. The primary role of the Management Analyst will be to analyze data and develop recommendations, lead outreach and education efforts, and manage projects in support of achieving the City’s climate action goals. This position will work cross-departmentally with city departments and also work with community members and stakeholders.

This position will reside in the City Managers Office and report to the Senior Management Analyst who leads the City’s environment and climate-related initiatives.

Duties And Responsibilities

The individual in this position is expected to engage in the following work-related activities.

  • Tracks, analyzes, and reports data and key progress metrics for the Community Climate Action Plan, including measures to quantify and track progress in energy supply, energy in buildings, transportation, and waste and material sector areas.
  • Works with Office of Performance Management to report key progress metrics through Power BI and other data analysis and visualization tools and communicate this back to department lead, city decision-makers, and the general public through CCAP Progress Report and/or other platforms.
  • Use data-driven insights to develop strategic recommendations for Community Climate Action Plan projects and programs.
  • Performs greenhouse gas emissions inventories for the Community and for City Operations and Facilities at regular intervals, helps determine suitable tools and softwares needed to conduct greenhouse gas inventories in-house.
  • Prepares reports and presentations with key findings, insights and recommendations and delivers them to internal and external stakeholders including City Council, City Committees, and other governmental organizations.
  • Uses climate action planning tools to model greenhouse gas emission impacts of various projects and initiatives as needed to support decision-making and policy recommendations.
  • Assists in implementing the Bend Community Climate Action Plan by leading various Community Climate Action Plan projects as prioritized by key stakeholders, such as the City Council, Environment and Climate Committee, and City leadership.
  • Conducts technical studies and/or oversees consultants conducting similar work as necessary to implement priority projects.
  • Researches, compiles and synthesizes best practices and examples from other cities related to projects and programs in the Bend Community Climate Action Plan.
  • Coordinates implementation of the Bend Electric Vehicle Readiness Plan by supporting various departments across the City to advance outreach, planning, and EV infrastructure deployment strategies and by leading some of the Readiness Plan’s projects.
  • Evaluates opportunities to improve the Electric Vehicle Readiness Plan implementation by studying best practices from other cities and keeping up-to-date with industry trends.
  • Develop and maintain community-facing outreach and education channels focused on Community Climate Action Plan topics such as energy, transportation, and waste and materials.
  • Keep City webpages updated with educational content and connecting community members to resources to support households and businesses with greenhouse gas reduction.
  • Coordinate with Communications Department to develop social media content to deliver Community Climate Action Plan messaging and to plan and run CCAP-related campaigns if appropriate. Create a climate action newsletter to deliver outreach and education messaging and to keep interested residents up-to-date with City climate action topics and project updates.
  • Provides backup staff liaison support to the Environment and Climate Committee in public meetings and Committee working group meetings. Serves as primary staff liaison for some Committee working groups. Assists in developing committee agendas and preparing memos and other meeting materials for Committee meetings.
  • May present to and interact with City Council as needed.
  • Coordinates implementation of the City’s Strategic Energy Management (SEM) Plan by meeting regularly with departments across the City to track project status and to provide support for departments to advance SEM projects.
  • Provides supervision over staff on a continual and project basis.
  • In an emergency event or an officially declared State of Emergency, responds as directed to ensure the restoration of essential public services, facilities, and infrastructure.
  • Performs related duties as necessary to achieve the objectives of the position.

  • Prepare, read, analyze, and interpret policy documents as well as complex financial reports, scientific analysis and statements supported by statistical data and other documentation.
  • Maintain working knowledge of effective methods, principles, and techniques for effective budgeting, contracting documents, and other communication documents.
  • Communicating effectively, clearly and concisely, both verbally and in writing. Project management and strategic planning.
  • Demonstrate a high attention to detail.
  • Basic principles and practices of public relations, public presentations, and outreach strategies for delivering complex analytical data to various internal and external stakeholders.
  • Maintain working knowledge of laws related to the public sector in the State of Oregon, including City, Federal policies, rules, regulations, codes, and ordinances, as well as internal policies and procedures.
  • Ability to direct, manage and supervise a multicultural workforce, promote an equitable workplace environment, and apply equitable program practices to diverse and complex City services.

  • Work after normal working hours including nights, weekends and special events.
  • Establish and maintain strong working relationships and communication with all levels of City staff, City Council, contractors, other public bodies, and members of the community.

Education, Experience, Certifications And/or Licenses

The following are the qualifications for this position.

Minimum Qualifications

  • Bachelor’s degree or an equivalent combination of education and experience that provides the required knowledge, skills, and abilities as outlined in this job description.
  • 4 to 5 years’ experience in a similar position and/or performing similar tasks.
  • Current and valid Driver's license per City policies outlined in the Employee Handbook.

Preferred Qualifications

  • Formal Education: Graduate degree or certificate in public policy, sustainability, environmental studies, law, or similar.
  • Experience: 2-3 years related experience, experience working within municipal government on energy, climate, sustainability, or equity programs.
  • Systems or Projects: Experience in or technical knowledge of greenhouse gas emissions inventories, climate mitigation and adaptation planning, or specific technical knowledge in related technologies or systems such as electric vehicle planning, building decarbonization, renewable energy, energy-efficiency, embodied carbon, materials management, waste prevention or other.
