Minimum Qualifications of Education and Experience:
 
  • Two (2) years of post-secondary education in a civil engineering field is required.
  • Must possess a valid driver's license and be able to drive in the state of Minnesota.

  • Any satisfactory equivalent combination of education, training, and experience that demonstrates the knowledge, skills, and abilities to perform the duties of the job proficiently may be substituted for the above requirements. 

Nature of Work:

  • This position is responsible for preparing plans and specifications; inspecting/project managing infrastructure projects in their construction phase; assisting and providing support to co-workers in getting their plans and specifications completed on time; and surveying existing conditions required at the discretion of the supervisor.

Communicates With:

  • Internally – City engineers, finance, community development, public works, and public information departments
  • Externally – General public contractors, Blue Earth County, Minnesota Department of Transportation (MnDOT)

Supervision:

  • Non-supervisory

 Primary Essential Work Functions:
                                                                    
  • Safely inspects and project manages city infrastructure projects on site.
  • Prepares plan sets for city infrastructure projects.
  • Safely surveys existing conditions and performs necessary stake out. 
  • Prepares as-built drawings for projects that are completed.
  • Updates, troubleshoots, and maintains traffic signals and pushbuttons.
  • Enters data which includes property owners, addresses, legal descriptions, and property class for various projects each year.
  • Calculates frontage, driveway, sewer, and water rates for each parcel on street projects.
  • Creates preliminary assessments and sends letters to individual property owners describing what they will be assessed for.
  • Computes final assessment amounts.
  • Creates, manages, and closes out files for all street projects.
  • Completes assessment certificates for requested assessment searches.
  • Creates and sends out petitions to residents requesting improvements be made to their street or alley.
  • Performs materials testing of concrete, asphalt, and other construction materials, including air entrapment, slump tests, strength, densities, temperatures and similar field and plant tests. Records field notes and reports on in progress or upon completion.
  • Enters requisitions and invoices bills into Tyler Munis for the Engineering Department.
  • Performs plan review and quality control on right-of-way, obstruction, and building permits to make sure the contractor has all the information needed for their projects.
  • Conducts right-of-way permit inspections.

  • Must possess a valid driver's license and be able to drive in the state of Minnesota.
  • Satisfactory completion of a pre-employment background examination, physical examination, and drug test.
  • Mobility to work around field construction sites, climb ladders, and access aerial, buried, and surface construction improvements and facilities for inspection.
  • Must possess, or obtain within one year of employment, MnDOT Certifications for Aggregate Production, Grading and Base, Bituminous Street and Concrete Field.
  • Must meet expectations of the work functions and knowledge, skills, and abilities for the position.
  • Must comply with organizational and departmental policies.
  • Must comply with data practices policies and standards relative to not public data. Any access to not public data should be strictly limited to accessing the data that are necessary to fulfill the employment responsibility. While data are being accessed, incumbent should take reasonable measures to ensure the not public data are not accessed by individuals without a work reason. Once the work reason to access the data is reasonably finished the not public data must be properly stored according to city policy and the Minnesota Statutes.
  • Safety Sensitive Notice. This is a safety sensitive position which requires cannabis pre-employment drug testing. Safety sensitive position means a job, in which an impairment caused by drug, alcohol or cannabis usage would threaten the health and safety of any person.
General working hours are Monday - Friday from 7:00 a.m. - 3:30 p.m.  Evening, weekend, and overtime hours may be required as necessary.
