SUMMARY
This is a senior management position that works closely with the Fairbanks Native Association (FNA) Executive Director to carry out the mission and vision of the organization. Assists in the management of FNA, working with program and department directors, and other senior managers. Serves as a liaison to the Board of Directors, represents FNA in public meetings, and advocates for staff and administration. Acts on behalf of the Executive Director in their absence.

JOB DUTIES
  • Acts in the capacity of the Executive Director in their absence with signing authority for routine personnel matters, contractual documents, purchase orders, and financial reports within limits defined by the Executive Director. Through delegated authority from the Executive Director, this position is responsible, with full authority, for coordinating with key staff the implementation of administrative direction and policies and procedures within specific programs.
  • Maintains full financial awareness of all assigned FNA Programs, ensuring programs operate within budgetary constraints and funding mandates.
  • Represent the Executive Director and the organization at meetings with partners or the public. Meetings may include the Tanana Chiefs Conference, Fairbanks North Star Borough Assembly, City Council, and Fairbanks North Star Borough School District.
  • Supervises, mentors, and evaluates assigned Program Directors as delegated by the Executive Director.
  • Provides oversight, leadership, and direction to the Early Childhood Development (ECD) group and the Johnson O’Malley (JOM) program impacted by the National Indian Education Association.
  • Acts as the intermediary to convey proposed program policy updates to the Board of Directors. Serves as advisor or approver to the ECD Parent Policy Council.
  • Assists Executive Director in planning and coordinating Board of Directors meetings and activities.
  • Assists in preparing reports for the Board, staff quarterly meetings, and the annual membership meeting.
  • Attends Board of Directors meetings, tracks and assures completion of the directives of the Board. Will present for the Executive Director in the absence of the Executive Director. Oversees FNA policy revision to the Board for review
  • Attends FNA functions as a representative of the Administration. Participates in planning/coordinating events and functions such as FNA annual potlatch, annual meetings, and special events.
  • Provides administrative support and oversight to programs operated by FNA, including but not limited to, attendance at monthly staff meetings and meetings with accounting.
  • Participates in strategic planning sessions of the Board, and regularly scheduled meetings with senior management, administrative directors, staff, and other meetings regarding finances, retirement, and human resources, as requested.
  • Travel on behalf of the FNA Administration to attend meetings or training courses.
  • Perform other job-related duties as assigned.

NECESSARY KNOWLEDGE, SKILLS, AND ABILITY
  • Strong understanding and sensitivity to Alaska Native culture and lifestyle, with demonstrated experience working effectively with the Alaska Native population.
  • Strong written, analytical, verbal, and people skills.
  • Ability to keep accurate records and produce timely and accurate written reports.
  • Ability to learn and apply program/agency operating policies and procedures.
  • Knowledge of programs/agencies serving the Fairbanks North Star Borough.
  • Effective oral and written communication skills with demonstrated sensitivity to the lifestyles of targeted participants.
  • Advanced skills in operating computers using a variety of computer software.
  • Skill in managing multiple priorities and tasks concurrently and meeting deadlines.
  • Ability to establish and maintain cooperative working relationships with others.
  • Ability to work independently as well as with teams.

MINIMUM QUALIFICATIONS (Education & Experience)
  • Bachelor’s degree in Public Administration, Business Administration, or related field, and
  • Two (2) years of administrative management experience; OR
  • Five (5) years of experience in administrative management.
  • A combination of experience, education, and training that provides the required knowledge, skills, and abilities may substitute for degree requirements.

PREFERRED QUALIFICATIONS (Education & Experience)
  • Six (6) or more years of relevant administrative management experience.
